On Tuesday, a review meeting was held at Sagar Smart City office on the ongoing works for the rejuvenation of Lakha Banjara Lake. In which Sagar Smart City Limited Co-Chairman Collector Deepak Arya reviewed all the remaining progress works under lake rejuvenation point wise. 

During this, he said that for the convenience of the citizens, they should take special care of lighting in the volleyball courts and various sports areas being prepared on the lake shore so that games can be played at night also and citizens can enjoy day-night games on the lake shore.

He said that more than 5 kilometers long pathway has been prepared to provide better facilities to the citizens for morning walk and evening walk and exercise in a healthy environment with greenery on the banks of the lake.

Engineers told the Collector that the construction of open air theatre, musical fountain installation work, food court construction and gate construction work have been completed.

The work of constructing a child play area by installing children's play equipment is also going on at a fast pace. STP plant construction work will be completed soon. Waste water treatment machines are being installed.

Near Rajghat Dam, a 1 MW capacity solar power plant is being established by Sagar Smart City Limited through the Department of Renewable Energy on about 4 acres of land.

Solar panels will be installed in this plant which are being connected through cables to the power substation built near Rajghat. With the operation of this solar plant, a large part of the electricity consumption for operating motors and other machines at Rajghat can be supplied.

The solar plant will save approximately Rs 3 crore electricity annually at the rate of Rs 25 thousand per month.

 Let's ask all the girls/woman reading this, how many nice female-friendly toilets you have in your city? Is this really an issue on a pedestal? (Restroom rights ) Boys and girls are not equal here, because many of the women are facing worst of it

In today's modern feminist era, if any question arises about, girl's dress, job rights, inter-caste marriage, father's property rights, there will be hour-long debates on all the news channels and 16 feet long articles sophisticatedly published by the stalwarts of FEMINISM.

But when it comes to the real and intrinsic issues of woman/girl, they find themselves tongue-tied. The issue (of the toilet) which I would like to bring your attention to, has never been in the manifesto of any political party. 

No stand has ever been taken by any of the celebrity(as far as my knowledge goes). Most importantly girls/woman don’t feel comfortable to talk about this very issue. I want to borrow your sight until the final word of this column.

However India has made remarkable progress in increasing access to toilets through the provision of individual household latrines, public toilets and community toilets to make urban local bodies open defecation free, "sanitation is more than just building toilets."

The sanitation crisis is recognized as a critical global challenge of the 21st century, and sustainable development goals (SDGs) amplify the provision of safe sanitation as an international priority.

The lack of sanitation has a negative impact on health, education and livelihoods. The Water Aid, Water Supply and Sanitation Collaborative Council (WSSCC) and Unilever (2013) report entitled, We Can't-Wait: A Report on Sanitation and Hygiene for Women and Girls, reiterates the importance of sanitation for women and girls and highlights the following important aspects:

One in three women worldwide (1.2 billion) risk shame, disease, harassment and even attack because they have no safe toilets. Women spend approximately 97 billion hours per annum looking for a safe place to relieve themselves.

When they do find a secluded and private place to relieve themselves, they expose themselves to the dangers of rape and violation. Of the 1.2 billion, 526 million women have no choice but to use open spaces.

Every day, around 2,000 mothers lose a child due to diarrhoea caused by a lack of access to safe toilets and clean water. Adequate and appropriate sanitation and hygienic facilities can provide a restful space for Ladies to manage their menstrual cycles with privacy and dignity. 

One school study in Ethiopia reported that over 50 per cent of girls missed between day 1 and day 4 of school per month during their menstruation. Where toilets exist, they are unclean and unhygienic, without facilities to manage menstruation needs. 

The UNICEF estimates indicate that 1 in 10 girl child in Africa drops out of school for this reason.1 This number increases to 30 per cent in Nepal and Afghanistan and to 20 per cent in India.2 This is the case in most developing countries.

A factory case study in Bangladesh showed that 60 per cent of female workers used rags from the factory floor as menstrual cloths. This resulted in infections that caused 73 per cent of absenteeism among the female workforce at an average rate of 6 days a month. 

An intervention to change this resulted in absenteeism dropping to 3 per cent, leading to significant economic gains for workers and the factory owner.

Girls got habituated to it, to holding back for hours. It’s just how they grew up. But for girls in rural areas and urban ghettos, lack of access to clean toilets and sanitation is a big ground of giving up school, or not going to school at all.

It’s the contrast between education and independence and being locked into poverty and subjugation. Men seem to feel no such constraints. In India, men pee every corner, even in urban areas. Middle class, educated men — if they need to relieve themselves, they’ll just stop their car and pee against a wall. 

But without a deeper and broader cultural change in India, the toilet making drive will only result in huge funds wasted in building toilets that nobody uses. 

Smart-City-Planners-work-are-not-smart

SagarWatch@ After receiving many complaints from various cities about non-essential work being done by Smart City Companies, Urban and Housing Minister Bhupendra Singh, in a review meeting, expressed his displeasure as to why the smart city is doing the work of other departments. The officials of Smart City have been told more than once that work should be done in the Smart City which will be useful for the citizens added Singh.

 Smart City Project: Installed Traffic Signals at Steep Road

Despite Minister's advice Smart City officials, here in Sagar, have installed Traffic signals near Peeli Kothi on the City Link valley Road, connecting Sagar Nagar, the divisional headquarters of Bundelkhand with Makronia,  has become a headache for the vehicles.

It may be known that according to the guideline in Sagar Nagar, which was included in the Smart City, 5 years ago, no such work could be done which is really useful.

 Smart City Project: Spending Funds Without Much Planning

It seems that the Smart City Managers are anyhow just trying to spend the amount received from the Central Government. For instance, Smart City Planners has Just spent funds on the installation of Signboards and traffic signals across the city were literally without much planning.

It might be called unique case in which Smart City Planners has installed Traffic signals in the middle of the valley near the peeli Kothi on the City Link Road connecting the city from Zero Miles to Makronia intersection ahead of the Municipal Corporation.

It is visible from the Smart City's smartness signal that from the technical point of view, the signal on the valley is not appropriate at any cost. But the contractors have to benefit from the amount received from the central government.

On the valley itself, the municipal corporation has not been able to improve the pipelines of drinking water supply for years till date, due to which leakages are exposed there. But even then, the zebra line has been built near the traffic signal by the smart city.

Earlier, the Smart City had installed traffic signals in the rear gate of the Swedish Mission School, in front of the District Panchayat Office, which was unusable. When the appropriateness of the signal was questioned in the newspapers, the traffic signals have been installed near the Nagar Palik Nigam Commissioner's Residence and Sales Tax Office.

People-getting-careless-about-covid-threat-Bhupendra-Singh

SagarWatch@ The Urban Development and Housing Minister said that the Covid-19  infection is increasing but people are becoming careless. Masks are the simplest and cheapest way to avoid corona. Mask banks will be set up in all the bodies in collaboration with donors and voluntary organizations, added Singh.

According to Mr Singh, people will be able to donate masks for the bank and from there, private organizations and citizens can get masks. Masks will also be provided at major intersections. 

While highlighting the importance of masks he shared his experience that even after coming in contact with many corona infected people, only masks and gloves saved him from infection. He told that he had gone through corona test twice.

Use Masks To avoid Covid-19: Run more awareness campaign in cities

The Covid-19 spread in urban areas is more, so the role of urban bodies is important. To enhance awareness among people vehicle rally are being taken out in several bodies including Bhopal, Indore and Sagar, Said Singh.

Mr Singh said that a committee of 21 volunteers will be formed in all the wards of urban bodies. The committee members will go every nook and corner of the city to distribute pamphlets to citizens along with advising them to drink hot water, not use cool things and apply masks when they get out of the house and follow social distancing. Mr Singh urges authorities that the campaign should be widely publicized through print, electronic and social media.
   

Use Masks To avoid Covid-19: Kill-Corona Campaign Phase 2 will last till 14th August

Mr Singh said that the Kill Corona campaign - two will continue till August 14. He said that all together have made good efforts to prevent corona infection, but the challenge is yet to come. Urban bodies should take lead in this campaign. He said that as per the intention of the Chief Minister, add a chain of resolution and break the chain of Corona, said Singh.

Addressing officers, employees and social organizations present in Sagar Smart City office, Cabinet Minister (Urban Development and Housing Department) Bhupendra Singh gave information about the Kill Corona campaign to be held from 01 August to 15 August through video conference. Along with this, a mask being run, showing the green flag to many life campaign awareness chariots, was sent for publicity in the city.

Air-becomes-Cleaner-in-Sagar-City-Pollution-Control-Board

SagarWatch@ The ambient air quality of Sagar city in the month of July 2020 has been found in the good category. Regional Officer SP Jha has informed that Ambient air quality of Sagar city in the month of July 2020 in Deendayal Nagar Makronia and in New Colony Tilly Road presence of  Nitrogen oxide is measured around 12 microgram cubic. 

The air environment is constantly checked in the Air Monitoring Center set up at the Regional Office of Madhya Pradesh Pollution Control Board Sagar. In which dust level PM10 and PM2.5 and sulfur dioxide, nitrogen oxide and carbon monoxide are tested.added Jha

Based on the above, the air quality (air quality index) of Sagar city found 33.7 which falls in the good category.

Smart-Cities-should-be-developed-from-their-own-financial-resources-Bhupendra Singh

SagarWatch@ Urban Development and Housing Minister Shri Singh said that smart cities should make their own financial resources. He said that smart cities should be developed from their own financial resources. Shri Singh said that all projects should be completed within time-limit. He also appreciated the work done in Indore Smart City.

Urban Development and Housing Minister Shri Bhupendra Singh said that 
special attention should be paid to greenery in the smart city area. There should be no less than 17 percent green belt as per the prescribed guide-line. Mr. Singh said that commercial complexes or shops should not be built by the Smart City Company. Perform the task of  smart city infrastructure development.

Shri Singh said that the incubation centre like the one in Bhopal Smart City, should be set up in other smart cities as well. Shri Singh was reviewing the works of Bhopal, Indore and Gwalior Smart City through video conferencing on Thursday.


The Urban Development and Housing Minister said that the Commissioner Urban Administration and Development should go to Gwalior to inspect the works of Smart City. He said that the work of Gwalior Smart City should be expedited. Shri Singh said that all projects should be completed within time-limit.

Shri Singh appreciated the work done in Indore Smart City. He said that work like Indore should also be done in other smart cities. In the meeting, CEOs of Smart City Bhopal, Indore and Gwalior gave information about the works being done and upcoming projects. He also spoke about revenue generating measures.
