Due to ongoing LPG gas supply concerns, the administration in Sagar has turned highly active, intensifying inspections and enforcement drives across the city. 

Acting on the directions of Rajkumar Khatri, a municipal flying squad conducted surprise inspections at several establishments and initiated action against violations related to property tax, water tax, garbage management fees, shop rent dues, and unauthorized commercial use of residential buildings.

According to the flying squad in charge and Assistant Commissioner Anand Mangal Guru, multiple irregularities were detected during the inspections. The team prepared on-spot reports and initiated legal action under the provisions of the Madhya Pradesh Municipal Corporation Act 1956.

During a raid in Guru Govind Singh Ward, officials found major irregularities at a Gujarati Namkeen factory, including the absence of a trade licence and factory permission. 

The operators also failed to produce the water testing report for a tubewell used in food preparation, while the property tax assessment of the factory was found to be lower than the applicable.

The flying squad also inspected a TVS showroom in Bhagwanganj, where property tax assessment was found to be incorrect, and measurement was carried out on the spot to determine the correct tax liability. Meanwhile, Saraswati Marriage Garden cleared pending property tax dues of ₹44,800 during the drive.

In a decisive move aimed at strengthening urban infrastructure and ensuring accountability, the Municipal Corporation Council held its general conference to deliberate on key issues related to city development, beautification, water supply, and sewerage management. Several important resolutions were passed after extensive discussions among elected representatives and officials.

Strict Warning to Tata Project Over Water Supply

Mayor Sangeeta Sushil Tiwari expressed serious concern over alleged negligence by Tata Project officials in executing water supply works. She warned that:

Councillors raised multiple issues:

  • Shailendra Thakur (MIC Member) highlighted the acute water shortage in Parkota Ward, where 10 wards depend on the low-capacity Krishnaganj water tank. He demanded pressurized supply, especially as the area lies in a hilly region.

  • Complaints were made about contaminated water in newly laid pipelines.

  • Councillors sought clarity on the proposed 46 km pipeline network and pending works.

  • Proposal to increase hydrants and tanker filling points before summer.

Municipal Commissioner Rajkumar Khatri stated that the agreement between MPUDC, Tata, and the Municipal Corporation will be reviewed. A final opportunity will be given before initiating action as per the rules.

Council President Vrindavan Ahirwar announced:

  • Tata Project must resolve all issues within one month.

  • A five-member committee will be formed to monitor tanker-based water supply.

Sewerage Project Status and Review

Executive Engineer Sanjay Tiwari informed that:

  • 60,173 sewer connections were planned.

  • 28,000 connections have been completed so far.

  • All major components of the scheme are complete, with house connections ongoing as per demand.

The Commissioner added that several wards remain uncovered and may be included under AMRUT 3.0 after written submissions from councillors. Further discussion will be held separately after collecting ward-wise inputs.

  • In line with directives from the Urban Development and Housing Department, Bhopal, proposals for designated hawker zones in the city will be implemented as per the Chief Minister’s announcement for street vendors.

The meeting witnessed active participation from multiple councillors, reflecting growing concern over civic services and summer preparedness. The council emphasised accountability, transparency, and time-bound action to address public grievances.

Sagar city took another step towards cultural development with the bhoomi pujan ceremony for the beautification of Bhagwan Parshuram Chowk, one of the city’s busiest intersections. The project aims to improve traffic flow while also strengthening the city’s cultural identity.

Addressing the programme, Mayor Mrs Sangeeta Tiwari said the occasion was a matter of pride for the entire city. She described Bhagwan Parshuram as a symbol of justice, bravery, penance, and social harmony, and said giving the chowk a planned and beautiful look would further strengthen Sagar’s cultural consciousness.

“Beautification is not just about bricks and stones. It reflects a city’s thinking, its identity, and the legacy we leave for future generations,” the Mayor said.

She assured that the work at Bhagwan Parshuram Chowk would be completed within the stipulated time and with high quality. She also highlighted that after the naming of Civil Lines Chowk as Bhagwan Parshuram Chowk, several positive initiatives for the Vipra (Brahmin) community have taken shape in the city. 

She cited examples such as the inauguration of a building in Shivaji Ward in the name of Bhagwan Parshuram and the construction of another large building near Maa Harsiddhi Temple in Baghraj Ward.

“All this has been possible because of unity. There is strength in organisation, as our scriptures also say,” she added.

The Mayor further informed that the Municipal Council has already approved her announcement to install the world’s tallest 35-foot statue of Bhagwan Parshuram, which will be erected in the coming time with public consensus.

MLA Mr Shailendra Kumar Jain called the occasion a moment of great fortune for Sagar. He thanked the Mayor, Municipal Corporation leadership, BJP district president, and MIC members for renaming and beautifying the Civil Lines Chowk in the name of Bhagwan Parshuram.

“Great personalities are the nation’s assets. For the statue of Bhagwan Parshuram, land will be taken either from government or private sources, and its cost will be duly paid,” he said.

He informed that half an acre of land has been cleared in Baghraj Ward for the Bhagwan Parshuram building, and the Madhya Pradesh government has sanctioned ₹70 lakh for its construction. He thanked Chief Minister Dr Mohan Yadav for the support. The MLA also announced that he would contribute funds from private sources or his MLA fund for installing the statue of Bhagwan Parshuram.

Mr Jain praised the Municipal Corporation for developing Vande Mataram Chowk and said that beautification work, including statues of Chhatrapati Shivaji Maharaj, Jijabai, and Rani Ahilyabai on Sanjay Drive, would be completed within 15 days. He also shared plans to hold discussions on installing statues of Lord Shiva and Lord Hanuman on Sagar’s hills.

BJP District President Mr Shyam Tiwari congratulated the Mayor, MIC members, and the Municipal Corporation for the historic decision to name the busy chowk after Bhagwan Parshuram.

“Such cultural and creative works inspire future generations,” he said, adding that this was a long-standing demand of the Brahmin community.

He highlighted that the BJP government has worked for all communities by providing community halls and naming roads after martyrs who sacrificed their lives for the nation. He also suggested installing a name plaque at Bhagwan Parshuram Chowk and said that a grand statue should be established there in the future.

The programme concluded with expressions of gratitude to public representatives and citizens for their suggestions, cooperation, and support, reaffirming the city’s commitment to balanced development that preserves both progress and tradition.

Under the Amrit Harit Maha Abhiyan, a divisional-level Urban Environment Conservation Workshop was held on Friday at Padmakar Auditorium with a special focus on the Zero Waste theme. 

The workshop aimed to strengthen environmental protection in urban areas, turn tree plantation into a people’s movement, and enhance the role of urban local bodies in sustainable and green development.

Senior officials from the Urban Development and Housing Department, Bhopal, Municipal Commissioner, and officers from all municipal corporations, municipalities, and councils of Sagar division attended the event.

He stressed that tree planting is essential to address rising pollution, increasing temperatures, and water scarcity in cities.

Experts highlighted the long-term benefits of tree plantation, including improved air quality, water conservation, temperature control, biodiversity protection, and better public health. 

Emphasis was also laid on using local plant species to create sustainable green spaces. A live telecast of state-level activities under the campaign helped officials learn about ongoing innovations and best practices.

In a balanced review, while the workshop showed strong administrative coordination and clear targets, officials were reminded that real success depends on public participation and regular maintenance of trees after planting. 

At the conclusion, certificates were awarded to urban bodies that performed exceptionally well, with an appeal for all municipalities to replicate these efforts and ensure lasting environmental impact.

The Municipal Commissioner of Sagar, Mr. Rajkumar Khatri, has ordered strict action against shop allottees of the D.D. Complex in Katra Bazaar who have failed to take possession despite allotment. 

He directed the Market Branch In-charge, Mr. Anand Mangal Guru, to give a final three-day notice to such allottees. If possession is not taken within this period, their deposited amount will be forfeited and the allotment cancelled as per rules.

Out of 41 allotted shops, 11 allottees have deposited the full amount, 25 have paid 50 percent, and four have paid only 25 percent. Only those who cleared full payment have applied for possession. 

The Corporation clarified that earlier notices were issued and civic issues at the complex—such as electricity, sanitation, water supply, access roads and basic amenities—were resolved after on-site inspection by the Commissioner. 

Despite this, several allottees have not taken possession. After the three-day deadline, such shops will be cancelled and included again in the re-allotment process.

In view of the situation arising due to contaminated water supply in the city, a joint review meeting was held in the Municipal Corporation conference hall in compliance with the Chief Minister’s directives. 

The meeting was attended by public representatives, the Municipal Commissioner, and officials from Tata Projects, the Sewer Project, MPUDC, and the Municipal Corporation.

During the meeting, MLA Shailendra Jain stressed that all concerned agencies must work in close coordination to ensure that no untoward incident occurs due to contaminated drinking water in Sagar. 

He directed that regular water quality testing be carried out in areas where water distribution lines and sewer lines run parallel. Special attention should be given to narrow lanes and locations with joint Tata and sewer pipelines. He also sought a comparative analysis of water quality at the Rajghat Filter Plant and at the ward-level endpoints.

The MLA instructed the establishment of a separate control room for water-related complaints and directed that information regarding water testing at tanks and final supply points be made public. 

He also asked the Municipal Corporation to make public announcements advising citizens to use only Rajghat-supplied water for drinking and to avoid using well and handpump water. Cooperation of ward councillors in water testing was emphasized.

While reviewing the sewer project, the MLA pointed out frequent overflowing sewer chambers and ordered immediate cleaning. He directed sewer project officials to form teams to conduct door-to-door awareness campaigns on sewer maintenance. 

It was informed that 225 km of sewer lines have been laid in the city, while narrow lanes remain uncovered. Strong action was ordered against the contractor responsible for not restoring roads after pipeline work in Bhagwangunj Ward

Tata officials informed that 390 km of water pipelines have been laid across the city, of which 46 km are old pipelines.

Mayor Sangeeta Tiwari directed sampling and quality testing of water from all wells and handpumps, as well as water used by food stalls and restaurants. She ordered that sources found contaminated be clearly marked in red as “Not fit for drinking.”

The Corporation President emphasized the availability of sufficient water testing kits at all overhead tanks to speed up quality checks in wards. Taking the Chief Minister’s instructions seriously, he also directed the Municipal Commissioner to form teams to immediately disconnect water connections where wastage is found.

Municipal Commissioner Rajkumar Khatri informed that continuous inspections of overhead tanks, pipelines, leakages, wells, and handpumps are underway. Repair, cleaning, leakage control, and water testing are being carried out as required. 

Old pipelines are being identified, and household water samples are being tested by Amrit Mitras. Joint teams of Tata, MPUDC, the Municipal Corporation, and the Sewer Project are conducting water quality checks at multiple locations. 

He added that a joint control room has been established by the Municipal Corporation and MPUDC to address citizens’ complaints promptly.

November 13 — Mayor Smt. Sangeeta Tiwari chaired a review meeting of department heads to assess actions taken on complaints received through the Aapki Mahapaur Aapke Dwar public forum.

Key highlights:

  • The Mayor questioned Tata Company over its delay in stopping the double-pipeline water supply system, which causes water wastage. The company requested one more month, which was granted conditionally—if wastage continues, strict action will follow.

  • Direct water boosting will now be allowed only at essential points, not across all areas.

  • A survey with tax collectors will be conducted to fix billing discrepancies, and bill distribution will begin by January.

  • A final water supply timetable will be presented by Monday.

  • A WhatsApp broadcast channel will be launched to inform citizens about water supply schedules or disruptions due to technical faults at Rajghat.

  • The Mayor also instructed all departments—Public Works, Planning, Lighting, Water Supply, Health, Building & Land, and Revenue—to prepare estimates and resolve public applications promptly, especially those marked urgent in the civic grievance camp.

Municipal Commissioner Rajkumar Khatri has issued orders to implement the new water tax rates effective from November 1, 2025, in compliance with the resolution passed during the Municipal Council’s general meeting held on September 27, 2025.

As per the revised structure:

The order also states that water tax rates will increase by 5% every two years.

Commissioner Khatri has instructed the Water Supply and Revenue branches to issue bills as per the revised rates from November 1 and update the demand registers accordingly.

Residents of Sagar and Makronia can now reach their nearest water service center by phone or written application to resolve issues like supply disruptions, leakage, or to apply for new water connections quickly and efficiently.

New service centers are opened so people in Sagar and Makronia can easily report and fix drinking water problems or apply for new tap connections.)

To ensure faster resolution of consumer complaints related to drinking water, separate Consumer Service Centers have been established under the Makronia Water Supply Scheme by the Municipal Corporation Sagar and Municipal Council Makronia.

These centers will allow residents to register complaints either by phone or in writing, and also submit applications for new water connections.

The city corporation is launching an important initiative to stop the wastage of drinking water in the city called the "Faucet Installation Campaign," led by Commissioner Mr. Rajkumar Khatri

On Thursday, Commissioner Mr. Khatri visited the narrow lanes of the Krishnagar ward and checked the faucets after observing a strong flow in the drains. 

Those without faucets were educated about the importance of water, and the corporation's team installed faucets to prevent the wastage of drinking water. 

He noted that seeing the drain water flowing onto the road in these narrow lanes indicates that the wastage of drinking water not only leads to water loss but also affects the cleanliness of the city. 

By fixing faucet connections and various leaks in the city, the unnecessary flow of water will be stopped. This will prevent the roads from getting wet and accumulating dust and mud. 

Our sanitation workers will be able to clean easily, and the cleaning of drains will also become easier. Under this campaign, faucets will be installed in areas of the city where there are none, and citizens will be made aware of water conservation.

Commissioner Mr. Khatri mentioned that due to the absence of faucets in many places, a large amount of water is wasted during the drinking water supply, and if measured, it could amount to several gallons. 

This campaign will raise awareness among citizens and improve the monitoring by the corporation team, which will stop the accumulation of dirt on the roads and unnecessary wastage of water. 

The commissioner appealed to citizens, stating that by installing faucets, we can not only save water but also contribute to keeping our city clean and beautiful. The cooperation of citizens in water conservation is essential for the success of this campaign. 

The campaign to relocate dairies outside the city also continues. On Thursday, he inspected the Krishnanj Ward and instructed a dairy operator to move operations outside city limits. The operator’s water connection was disconnected, and officials were ordered to cut water supply to others who fail to relocate. Khatri emphasized that operating dairies within the city is strictly prohibited and relocation is essential for the city’s welfare.

He also clarified that if any area is found to be wasting water after a week, necessary action will be taken against the concerned individual. He urged citizens to ensure their connections are installed inside their homes and to turn off the faucet after filling water.

Saving every drop is essential for water conservation, and we can ensure sufficient availability of drinking water, a vital component of life, for our future generations.

Officials and employees from the city corporation and Tata Company were present during the campaign. Faucets were installed in the Krishnagar ward, and citizens were made aware of the importance of water and its conservation.

As per the commissioner's directives, a helpline number has been issued to stop water wastage. Following the instructions of Commissioner Mr. Rajkumar Khatri, helpline numbers have been issued by the officials of the city corporation and Tata for installing faucets and stopping water wastage in all wards. ]

Citizens can report water wastage by calling 07582-244552 for Pantnagar ward, 07582-366240 for Karila Sant Ravidas ward, 07582-367565 for Motinagar ward, and 07582-354590 for Shani Chari ward. After receiving the information, action will be taken to install faucets and stop water wastage in the relevant wards.

 In a decisive move to improve city cleanliness and curb health hazards, the Municipal Corporation of Sagar inspected six large dairies in Tilakganj’s Shukrawari ward

It directed their operators to relocate outside city limits. Officials warned that First Information Reports (FIRs) will be filed against those who fail to comply.

The dairies inspected included Kanha Dairy, Shankar Gyarsi Dairy, Raju Yadav Dairy, Bablu Yadav Dairy, Tilak Ghoshi Dairy, and Janu Yadav Dairy. During the inspection, the Municipal Commissioner noted severe sanitation issues, with animal dung and wastewater flowing directly into the city’s drainage system. 

The accumulation of waste has reportedly caused foul odors, drain blockages, and mosquito infestations, posing significant health risks to residents.

The Commissioner emphasized that relocating dairies is essential for maintaining the city’s cleanliness, beauty, and development, as well as protecting citizens from the dangers of stray animals and related traffic issues. He said the Dairy Relocation Project (Hafsili) will be implemented rigorously to ensure Sagar achieves top rankings in cleanliness.

Reiterating the administration’s commitment, the Commissioner stated that the campaign to make Sagar free from stray animals has been revived and will continue until every dairy within city limits is removed. 

The Municipal Corporation also assured full support to cooperative dairy operators, promising assistance with essential needs during relocation.

Meanwhile, officials have been instructed to extend all necessary cooperation to dairy owners who follow relocation directives and to take strict legal action against those who resist.
