November 13 — Mayor Smt. Sangeeta Tiwari chaired a review meeting of department heads to assess actions taken on complaints received through the Aapki Mahapaur Aapke Dwar public forum.

Key highlights:

  • The Mayor questioned Tata Company over its delay in stopping the double-pipeline water supply system, which causes water wastage. The company requested one more month, which was granted conditionally—if wastage continues, strict action will follow.

  • Direct water boosting will now be allowed only at essential points, not across all areas.

  • A survey with tax collectors will be conducted to fix billing discrepancies, and bill distribution will begin by January.

  • A final water supply timetable will be presented by Monday.

  • A WhatsApp broadcast channel will be launched to inform citizens about water supply schedules or disruptions due to technical faults at Rajghat.

  • The Mayor also instructed all departments—Public Works, Planning, Lighting, Water Supply, Health, Building & Land, and Revenue—to prepare estimates and resolve public applications promptly, especially those marked urgent in the civic grievance camp.

Municipal Commissioner Rajkumar Khatri has issued orders to implement the new water tax rates effective from November 1, 2025, in compliance with the resolution passed during the Municipal Council’s general meeting held on September 27, 2025.

As per the revised structure:

The order also states that water tax rates will increase by 5% every two years.

Commissioner Khatri has instructed the Water Supply and Revenue branches to issue bills as per the revised rates from November 1 and update the demand registers accordingly.

Residents of Sagar and Makronia can now reach their nearest water service center by phone or written application to resolve issues like supply disruptions, leakage, or to apply for new water connections quickly and efficiently.

New service centers are opened so people in Sagar and Makronia can easily report and fix drinking water problems or apply for new tap connections.)

To ensure faster resolution of consumer complaints related to drinking water, separate Consumer Service Centers have been established under the Makronia Water Supply Scheme by the Municipal Corporation Sagar and Municipal Council Makronia.

These centers will allow residents to register complaints either by phone or in writing, and also submit applications for new water connections.

The city corporation is launching an important initiative to stop the wastage of drinking water in the city called the "Faucet Installation Campaign," led by Commissioner Mr. Rajkumar Khatri

On Thursday, Commissioner Mr. Khatri visited the narrow lanes of the Krishnagar ward and checked the faucets after observing a strong flow in the drains. 

Those without faucets were educated about the importance of water, and the corporation's team installed faucets to prevent the wastage of drinking water. 

He noted that seeing the drain water flowing onto the road in these narrow lanes indicates that the wastage of drinking water not only leads to water loss but also affects the cleanliness of the city. 

By fixing faucet connections and various leaks in the city, the unnecessary flow of water will be stopped. This will prevent the roads from getting wet and accumulating dust and mud. 

Our sanitation workers will be able to clean easily, and the cleaning of drains will also become easier. Under this campaign, faucets will be installed in areas of the city where there are none, and citizens will be made aware of water conservation.

Commissioner Mr. Khatri mentioned that due to the absence of faucets in many places, a large amount of water is wasted during the drinking water supply, and if measured, it could amount to several gallons. 

This campaign will raise awareness among citizens and improve the monitoring by the corporation team, which will stop the accumulation of dirt on the roads and unnecessary wastage of water. 

The commissioner appealed to citizens, stating that by installing faucets, we can not only save water but also contribute to keeping our city clean and beautiful. The cooperation of citizens in water conservation is essential for the success of this campaign. 

The campaign to relocate dairies outside the city also continues. On Thursday, he inspected the Krishnanj Ward and instructed a dairy operator to move operations outside city limits. The operator’s water connection was disconnected, and officials were ordered to cut water supply to others who fail to relocate. Khatri emphasized that operating dairies within the city is strictly prohibited and relocation is essential for the city’s welfare.

He also clarified that if any area is found to be wasting water after a week, necessary action will be taken against the concerned individual. He urged citizens to ensure their connections are installed inside their homes and to turn off the faucet after filling water.

Saving every drop is essential for water conservation, and we can ensure sufficient availability of drinking water, a vital component of life, for our future generations.

Officials and employees from the city corporation and Tata Company were present during the campaign. Faucets were installed in the Krishnagar ward, and citizens were made aware of the importance of water and its conservation.

As per the commissioner's directives, a helpline number has been issued to stop water wastage. Following the instructions of Commissioner Mr. Rajkumar Khatri, helpline numbers have been issued by the officials of the city corporation and Tata for installing faucets and stopping water wastage in all wards. ]

Citizens can report water wastage by calling 07582-244552 for Pantnagar ward, 07582-366240 for Karila Sant Ravidas ward, 07582-367565 for Motinagar ward, and 07582-354590 for Shani Chari ward. After receiving the information, action will be taken to install faucets and stop water wastage in the relevant wards.

 In a decisive move to improve city cleanliness and curb health hazards, the Municipal Corporation of Sagar inspected six large dairies in Tilakganj’s Shukrawari ward

It directed their operators to relocate outside city limits. Officials warned that First Information Reports (FIRs) will be filed against those who fail to comply.

The dairies inspected included Kanha Dairy, Shankar Gyarsi Dairy, Raju Yadav Dairy, Bablu Yadav Dairy, Tilak Ghoshi Dairy, and Janu Yadav Dairy. During the inspection, the Municipal Commissioner noted severe sanitation issues, with animal dung and wastewater flowing directly into the city’s drainage system. 

The accumulation of waste has reportedly caused foul odors, drain blockages, and mosquito infestations, posing significant health risks to residents.

The Commissioner emphasized that relocating dairies is essential for maintaining the city’s cleanliness, beauty, and development, as well as protecting citizens from the dangers of stray animals and related traffic issues. He said the Dairy Relocation Project (Hafsili) will be implemented rigorously to ensure Sagar achieves top rankings in cleanliness.

Reiterating the administration’s commitment, the Commissioner stated that the campaign to make Sagar free from stray animals has been revived and will continue until every dairy within city limits is removed. 

The Municipal Corporation also assured full support to cooperative dairy operators, promising assistance with essential needs during relocation.

Meanwhile, officials have been instructed to extend all necessary cooperation to dairy owners who follow relocation directives and to take strict legal action against those who resist.

In a decisive move to maintain cleanliness and order in Sagar city, Municipal Commissioner and Executive Director of Sagar Smart City, Rajkumar Khatri, conducted an early morning inspection on Friday across several dairy units operating within city limits. 

During the inspection, he ordered an FIR and a ₹10,000 fine against dairy operator Devendra Ghosi of Laxmipura Ward for spreading large quantities of cow dung in an open plot near the road.

Commissioner Khatri inspected 10 dairies in total and directed officials to file FIRs against nine operators for non-compliance with relocation directives. One dairy owner, Omkar (Lallu) Yadav, agreed to relocate his unit outside the city within the stipulated time.

The inspection is part of the city’s ambitious Dairy Relocation Project at Hafsili, aimed at ensuring cleaner surroundings, reducing traffic disruptions caused by stray cattle, and preventing injuries to citizens. Khatri emphasized that the initiative seeks to make Sagar “animal-free on streets” through a systematic and time-bound relocation plan.

During his city tour, Khatri personally visited dairies operated by Saurabh, Akhilesh, and Suresh Yadav (Gopalganj); Ramesh, Premnarayan, and Rohit Yadav (Shanichari); Devendra and Chandu Ghosi (Laxmipura); and Pradeep Yadav (Keshavganj), instructing all to shift their operations outside city limits within a few days.

The commissioner assured dairy owners that the administration would extend full support to those cooperating with the relocation plan. Facilities such as a veterinary hospital and administrative building have been constructed at the Hafsili project site to meet their needs. 

He also stated that plots previously misused or left vacant have been reclaimed to provide space for genuine dairy operators.

Khatri reiterated that relocating dairies benefits everyone—citizens, dairy owners, livestock, and the city itself—and warned that strict action will be taken against those who fail to comply.

सागर वॉच/ ननि/11.10.25/ नगर निगम आयुक्त श्री राजकुमार खत्री ने डेयरी विस्थापन परियोजना में आवंटित प्लाटों की  जांच उपरांत अपात्र पाए गए 180 प्लाटों के आवंटन को निरस्त करने की कार्रवाई की गई। डेयरी विस्थापन परियोजना में आवंटित प्लाटों के संबंध में महापौर परिषद की बैठक दिनांक 28 जनवरी की बैठक में पारित प्रस्ताव क्रमांक-19 में निर्णय लिया गया कि डेयरी विस्थापन स्थल पर जिन्हें प्लाट आवंटित हुये हैं, परंतु वे डेयरी संचालन हेतु पशु लेकर नहीं गये हैं। ऐसे डेयरी मालिकों को  नोटिस देकर उनका आवंटन निरस्त किया जाये, जांच उपरांत 180 डेयरी मालिक  ऐसे पाये गये जिनका प्लाट आवंटन सूची में नाम था, परंतु उनके पास पशु नहीं थे और न ही उनके द्वारा डेयरी परिसर में शेड का निर्माण किया गया, जिससे स्पष्ट हैं कि उक्त आवंटित प्लांट निरस्त करने योग्य हैं। महापौर परिषद में पारित निर्णय अनुसार संबंधित डेयरी मालिकों को व्यक्तिगत रूप से नोटिस तामिल कराये गये एवं दिनांक 06 मई को दैनिक समाचार पत्रों में सूचना का प्रकाशन किया गया। तत्पश्चात् डेयरी मालिकों द्वारा आज दिनांक तक डेयरी व्यवस्था क्षेत्र में न ही पशु विस्थापित नहीं किये गये और न ही शहरी क्षेत्र में उनके पास पशु हैं।
अतः उक्त 180 व्यक्तियों को व्यक्तिगत सूचना एवं आम सूचना तथा महापौर परिषद की बैठक में पारित निर्णय अनुसार साथ ही दिनांक 26 एवं 27 सितंबर को  नगर निगम परिषद की बैठक में पारित प्रस्ताव अनुसार डेयरी परियोजना हफसिली में डेयरी मालिकों द्वारा भूखण्ड आवंटित पश्चात् डेयरी मालिकों द्वारा निर्माण एवं पशु लेकर नहीं किये जाने पर भूखण्ड आवंटन निरस्त करने की कार्यवाही हेतु प्रस्ताव पारित किया गया।
निगमायुक्त द्वारा महापौर परिषद एवं नगर निगम परिषद में पारित प्रस्ताव अनुसार 180 व्यक्तियों की सूची अनुसार कार्यवाही करते हुए सभी आवंटन को निरस्त कर दिया गया।

The Makronia Municipality's troubles appear to be increasing during the festive season. Due to the municipality's negligent functioning, residents of the area may face drinking water shortages starting next week.

Sagar Municipal Corporation Commissioner has issued an order to stop the water supply to Makronia from October 7th. This situation has arisen due to the negligence of Makronia Municipal Corporation officials. 

They showed gross negligence in paying Sagar Municipal Corporation's water tax, resulting in outstanding water tax arrears reaching crores of rupees.

Municipal Commissioner Rajkumar Khatri held a recovery review meeting. During the recovery review, the Commissioner directed Makronia Municipality to issue a final notice for outstanding water tax of ₹12 crore 13 lakh 18 thousand 726 rupees until September 2025. 

The notice issued by the Water Supply Department states that the outstanding water tax must be paid to the Municipal Corporation by October 6, 2025, otherwise the water supply will be stopped from October 7, 2025.

The Municipal Corporation Commissioner stated that approximately Rs. 1.5 crore is being spent every month on the supply of drinking water. Water is being supplied to Makronia Municipality through a bulk connection since April 1, 2024, the amount for which is not being deposited.

In protest against the collection of trade license fees by the Municipal Corporation, the Confederation of All India Traders (CAIT), Sagar unit, submitted a memorandum to MLA Shailendra Kumar Jain today.

The CAIT team stated that in several urban bodies across the state, such fees are not being charged, making it unjustified to impose them on traders in Sagar

At a time when traders are already under pressure due to recession and the growing challenge of online business, the new levy has triggered strong resentment. 

Business organizations argued that when they are already paying property tax and professional tax, an additional trade license fee is unreasonable.

CAIT District President Surendra Jain Malthone informed that under CAIT’s leadership, associations including Cloth Merchants’ Association, Petrol Pump Association, Indian Medical Association, Sarafa Association, Automobile Association, Medicine Dealers’ Association, Stationery Traders’ Association, and others jointly submitted the memorandum, demanding the withdrawal of the fee.

Responding to the concerns, MLA Shailendra Kumar Jain assured the traders that he would take up the matter with the concerned department and ministry to ensure an early resolution.

Those present included CAIT District President Surendra Jain Malthone, State Vice President Sanjay Agrawal, General Secretary Animesh Shah, and representatives from various associations, such as Suresh Holani, Ajit Samaiya, Pankaj Tiwari, Ashok Balaji, Sanjeev Diwakar, Rakesh Bajaj, Saurabh Upkar, Rituraj Jain, Ashok Jain (Medico), Anil Jain (Genie Pharma), Dr. Sanjeev Mukhariya, Dr. Khanna, and Dilip ‘Dabbu’ Mukhariya.

Municipal Commissioner Rajkumar Khatri has directed market officials to take strict action against traders operating without the mandatory business license within the municipal limits. 

Assistant Commissioner Anand Mangal Guru, with his team, initiated action on Monday in Tulsi Nagar, Bhagwanganj, and Tilakganj wards. Several establishments, including Central Motors, Auto Point, Sagar Diesels, Balaji Saree Emporium, Dimple Petrol Pump, Dr. S.S. Khanna Hospital, and Aashiyana Hotel, were sealed, and licenses were issued on the spot. A total of ₹2,70,920 was collected in fees.

The drive will continue, with action scheduled against marriage gardens and other establishments in the city on Wednesday.

According to government regulations (as per the M.P. Gazette, Urban Development & Housing Department, dated April 18, 2023), obtaining a business license is mandatory for all traders, including schools, colleges, hotels, jewelers, food sellers, kirana shops, general stores, fruit and vegetable vendors, electronics shops, transporters, garment stores, factories, showrooms, hospitals, nursing homes, clinics, and builders.

License fees are based on location and type of business, ranging from ₹4–6 per sq. ft annually in different markets, with specific annual fees for vendors, stalls, and vehicles. Licenses must be renewed at least one month before expiry, failing which premises may be sealed.

The Commissioner has appealed to all traders to comply with the rules, pay the prescribed fee, and obtain their licenses to avoid unnecessary inconvenience.

Sagar Municipal Corporation has achieved 10th rank in the national Swachh Survekshan 2024. Mayor Sangeeta Tiwari congratulated the citizens, corporation staff, sanitation workers, and all supporters. 

She thanked everyone for their efforts and said that next time, the goal is to make Sagar number one in cleanliness. She mentioned various initiatives like removing garbage spots, maintaining clean toilets, constructing new roads, beautifying the city, and planting trees. 

All 48 wards were regularly cleaned, and people were encouraged to dispose waste properly. The completion of the long-pending sewer project also played a key role in this success.

On Sunday, residents of Baghraj Ward Pandapura blocked the Sanjay Drive road and staged a traffic jam demanding the construction of a road on Sanjay Drive. This was ended by the Municipal Commissioner, who reached Sanjay Drive along with Municipal Corporation officials and discussed with the people who were blocking the road.

The Baghraj Tili Ward Sangharsh Samiti in Sagar submitted a memorandum highlighting the problem of an incomplete road between Pandapura and Dharmdas Baba Temple. Due to the ongoing rains, this unfinished stretch has resulted in severe waterlogging and muddy conditions, making daily commuting difficult. 


Residents have long demanded the construction of this road, which had started from both ends but was left incomplete. Multiple complaints have been submitted to local authorities, including the councillor, municipal commissioner, district collector, and MLA, but no action has been taken.

Currently, the muddy road is dangerous—vehicles slip, children can't reach school, and emergency movement is nearly impossible. Residents urge that the construction be completed immediately and gravel be laid to make it usable during the rainy season.

However, according to the Municipal Corporation’s Public Works Department, the road construction was halted due to complaints about the area being a green belt and the presence of illegal colonies.

To deal with the waterlogging situation in the city, the Municipal Corporation Commissioner has started working on a new plan. Under this, after conducting a survey, waterlogging spots will be marked in red so that in case of waterlogging, the corporation team can reach such places immediately.

To prevent waterlogging in the city, based on past experiences, places, where waterlogging is likely to occur, should be marked in red color, for the same records should be maintained so that if there is a possibility of waterlogging at these places, the flood relief team needs not to wander here and there and reach the marked spot directly and arrangements for water drainage can be started immediately.

Municipal Corporation Commissioner Rajkumar Khatri on Wednesday morning, along with the engineers of the Municipal Corporation and Smart City and the zone in charge of the cleaning department, while observing the cleaning of the big drains of the city's Dr. Harisingh Gaur Ward, Madhukar Shah Ward, Tili Ward, reviewed the work done to prevent waterlogging and gave instructions to make necessary preparations.

On Thursday, the Municipal Corporation issued notices to lodges, hotels and automobile agencies to collect door-to-door garbage collection fees. In which a warning has been given that the building license will be canceled if the outstanding amount is not deposited within seven days.

Apart from this, notices have also been given to hospitals to deposit the amount for waste management. in which

When the Revenue Officer reached with his team with a notice to deposit the outstanding amount of Rs 1 lakh 78 thousand to Sahil Hero Company and Rs 45 thousand to Hotel Mangalam for waste management, they set an example by immediately depositing the outstanding amount.

The Municipal Corporation imposed fines as a punishment on the famous but filth-spreading shops of the city. Under the Cleanliness drive to create a dirt-free city, the Municipal Corporation team inspected the main bus stand on Thursday morning.

When the team inspected the bus stand under the leadership of the Corporation Commissioner, they found huge filth. Owing to the negligence of the shopkeepers in that area. Due to this, the corporation team fined more than half a dozen shops as punishment.

Due to non-payment of dues for door-to-door garbage collection and waste management by the operators of marriage gardens located in the city, action is being taken to seal the marriage gardens.

Under this action, action was taken on Friday to seal two marriage gardens, Raghav Marriage Garden and Shanti Marriage Garden respectively. A total amount of Rs 4 lakh 8 thousand was deposited in the corporation office by three marriage garden operators Rudraksh Marriage Garden, Prem Parinay Marriage Garden, and Ram Saroj Palace.

Revenue Officer Brijesh Tiwari said that due to the marriage gardens located in the city, not depositing the money for door-to-door garbage collection-waste management, notices have been issued to the marriage garden operators to deposit the outstanding amount within three days.

Raghav Marriage Garden and Shanti Marriage Garden were sealed on Friday for not depositing the dues within the stipulated time. Ram Saroj Palace deposited dues of Rs 1 lakh 78 thousand, Rudraksh Marriage Garden deposited outstanding dues of Rs 1 lakh 28 thousand and Prem Parinay Marriage Garden deposited its outstanding dues of Rs 1 lakh 2 thousand in the corporation office.

Under the leadership of Patron of Municipal Corporation Employees Union, Madhav Prasad Katare, a memorandum has been submitted in the name of Municipal Corporation Commissioner to Deputy Finance Commissioner Hemlata Patel demanding payment of outstanding arrears from the government.

The employees union has written in the memorandum that by the circular dated 19 July 2023 of the Madhya Pradesh Government Finance Department, the rate of dearness allowance under the prevalent seventh pay scale for government servants has been increased by 4 percent from January 1. 2023.

Whose due date is from 1st July 2023. As per the orders of the government, the increased amount of dearness allowance is being paid to the employees of Municipal Corporation Sagar from April.

According to the referred letter of the government, the outstanding amount from July 1, 2023, to February 29, 2024, is to be paid in three equal installments in July, August, and September 2024 respectively.

Therefore, as per the the government instructions, the arrears should be paid in three installments and the salary for the Month of April 2024 should also be given immediately.

Dharmendra Bohare, Vikas Upadhyay, Chandravijay Gaur, and other employees were present among those who submitted the memorandum.

During inspection, the Municipal Corporation Commissioner saw debris scattered on the roads. On this, he asked all the zone in-charges to identify the people dumping debris or building construction material scattered on the roads in their respective zone wards and impose fine on them.

  If the person does not pick up the debris or construction material of the demolished house, then the material should be picked up and sent to the CND Waste Plant and the entire expense of picking up the material should be charged from the concerned building owner.

   The Municipal Commissioner advised the sugarcane juice shopkeepers in front of the Vice Chancellor's residence to give the juice to the customers in glass glasses.

  So that the emission of disposable waste can be reduced and sugarcane peels should be collected in sacks and asked to put them in the garbage cart itself.

The Municipal Corporation is making efforts to recover the outstanding taxes. An outstanding debtor has handed over a check of Rs 1 crore to the corporation. 

The Gaindaji Trust of the city has paid a large part of the taxes outstanding on it. The corporation family has expressed happiness over this and said that it will help in continuing the development work of the city.

At present, the only positive thing for the corporation is that once again the reins of the department have been handed over to an officer who believes in visiting different areas continuously. 

In terms of the activism of the Municipal Commissioners, after the former Municipal Commissioner RP Ahirwar, the trend of conducting field inspection on one's own will seems to be starting again with the arrival of the new Municipal Commissioner Rajkumar khatri.

Sagar Smart City Limited has prepared a plant with a capacity of 50 tonnes per day for the management of construction and demolition waste (debris) on about 2 acres of land near Sironja.

Equipment like crusher, greasley, screen, hydra cyclone, thickener tank, 7 conveyor belts, filter press, magnetic separator, paver block and brick making machine etc. have been installed in this plant.

Municipal Commissioner Rajkumar Khatri inspected this plant and gave instructions to start it soon. He said that with the help of this plant, the debris generated from the demolition of old houses and the construction material  will be processed and re-products will be made into paver blocks and other products. Besides, C-D BEST processing plant will help in cleanliness by eliminating urban pollution caused by construction and demolition waste.
