Special Intensive Revision of Voter List

Underway in 12 States

Sagar Watch News

Sagar Watch News/ New Delhi/

In a significant nationwide exercise, the Election Commission of India (ECI) has initiated the second phase of the Special Intensive Revision (SIR) of electoral rolls in 12 states. This campaign aims to ensure that voter lists are accurate, updated, and inclusive—crucial for the integrity of India's democratic process.

Why SIR and Why Now?

Special Intensive Revision (SIR) is a thorough and house-to-house verification of voters by Booth Level Officers (BLOs), far more detailed than the routine annual summary revisions

This is necessary because, over time, voter lists accumulate errors due to migration, deaths, duplicate entries, and lack of updates. The last nationwide SIR was conducted between 2002 and 2004, making this exercise long overdue.

What Will Happen During SIR?

  • BLOs will visit each household between November 4 and December 4, 2025, at least three times if required.

  • They will distribute pre-printed forms containing voter details, including name, EPIC number (Voter ID), address, constituency, and photograph.

  • Citizens must verify and return these forms, correcting any mistakes.

  • Importantly, BLOs will not collect any documents during the door-to-door visits. Documents will only be required if the Electoral Registration Officer (ERO) raises specific queries after the draft list is published.

What If a Voter Is Not Available at Home?

If a voter cannot be contacted after three visits, BLOs will mark their status as:

  • Absent: Voter not found at given address

  • Shifted: Voter has moved to a different location

  • Death: Voter is deceased

  • Duplicate: Voter is registered elsewhere

Draft rolls with these categories will be published on December 9, 2025, and made available at panchayat offices, urban bodies, and online. Voters will have from December 9, 2025, to January 8, 2026, to file claims or objections.

Form-6 and Declaration Requirement

If new voters wish to register or existing ones wish to update their details:

  • They must fill Form-6, which will be provided by BLOs.

  • A declaration must accompany it, confirming that the person:

    • Is an Indian citizen

    • Is not registered in any other constituency

Role of Technology and Political Parties

  • BLOs are using the BLO App, online portals, and ECINET for real-time data verification.

  • All entries submitted online are automatically synced to their devices.

  • Booth Level Agents (BLAs) of political parties are actively participating to ensure fair updating at the grassroots level.

Citizen-Friendly Initiatives

The ECI has set up multilingual helplines, help desks at public places, and awareness programs under SVEEP to reach out to elderly voters, migrant workers, persons with disabilities, and remote communities. Public information campaigns are running on FM radio, WhatsApp, social media, and through local meetings.

Key Dates:

What Citizens Should Do:

  • Cooperate with BLOs and verify details

  • Use this opportunity to get new voters registered

  • Raise objections if names are missing or wrong in the draft roll

  • Ensure your and your family’s votes are secure before the final list is published

Special Intensive Revision is not just an update exercise—it's a constitutional responsibility. It safeguards the principle of "one person, one vote" and strengthens the foundation of India’s democracy by ensuring that every eligible citizen is heard at the ballot box.

Under the Public Distribution System (PDS), eligible beneficiaries in the state will now receive more wheat, fulfilling a long-standing demand.

According to Madhya Pradesh's Food, Civil Supplies, and Consumer Protection Minister, Recently State Government has recently received approval from the central government.

The new distribution ratio will allocate 75% wheat and 25% rice to beneficiaries, replacing the previous 60:40 ratio. The change addresses the practical issue that the majority of the state's population consumes more wheat than rice.

State's Food Minister raised this concern with Union Minister for Consumer Affairs, Food & Public Distribution, Piyush Goyal, and within a week, the central government agreed.

The Food Minister has also highlighted the problem of surplus rice, which is often sold at low prices or misused in the market. This shift is seen as more effective and transparent, ensuring that beneficiaries receive food in line with their needs, particularly as wheat is abundantly available in the state.

The Government of India has notified the historic Press & Registration of Periodicals Act (PRP Act), 2023 and its Rules in its Gazette and consequently the Act has come into force from 1st March, 2024.

From now on, the registration of periodicals shall be governed by the provisions of the Press and Registration of Periodicals Act (PRP Act), 2023 and the Press and Registration of Periodicals Rules. As per the notification, the office of Press Registrar General of India – PRGI (erstwhile Registrar of Newspapers for India - RNI) shall be carrying out the purposes of the new Act.

In tune with the ethos of Digital India, the new Act provides for an online system for facilitating the registration of newspapers and other periodicals in the country. The new system replaces the existing manual, cumbersome processes involving multiple steps and approvals at various stages which were causing unnecessary hardships to the publishers.

Earlier, Shri Anurag Singh Thakur, Minister of Information and Broadcasting, had launched the Press Sewa Portal (presssewa.prgi.gov.in), the online portal of the Press Registrar General, for receiving various applications as mandated by the new Act.

All applications, including the intimation by the printer of a periodical, application for registration of facsimile edition of a foreign periodical, application by a publisher for obtaining a certificate of registration of a periodical, application for revision of certificate of registration, application for transfer of ownership of periodicals, furnishing annual statement by the publisher of a periodical, and procedure for desk audit for verification of circulation of a periodical will be online through the Press Sewa Portal.

The Press Sewa Portal ensures paperless processing and offers services with e-sign facility, digital payment gateway, QR code-based digital certificates for instant download, online system for providing intimation by printing presses, percentage of probability for title availability, online access to registration data for all publishers, filing of annual statements, among others.

It also intends to put in place a chatbot-based interactive grievance resolution mechanism. The Press Sewa portal is accompanied by a new website (prgi.gov.in) with all the related information and a user-friendly interface.

The new PRP Act removes books and journals from the purview of registration necessitated by the old PRB Act; the new Act defines a periodical as “any publication including a newspaper which is published and printed at regular intervals containing public news or comments on public news but does not include a book or a journal of scientific, technical, and academic nature.” Therefore, “book, or a journal including a book or journal of scientific, technical and academic nature” does not require registration with PRGI.

As per the new Act, all applications for registration of periodicals shall be made in online mode through the Press Sewa Portal only. Accordingly, publishers intending to bring out periodicals need to register their title before publishing it.

As the registration process will be online and guided through the software, the chances for discrepancies in the application will be drastically reduced resulting in faster processing of applications.

The status of application will be updated at all stages and the same will be informed to the applicant through SMS and email ensuring transparency and eliminating delay due to miscommunication.

The steps involved in the registration of Periodicals through the new Press Sewa Portal are as follows:

  • Signing up and Profile Creation by the Owner of a Periodical: To begin the registration process, the owner of the proposed periodical is required to sign up and create a profile on the Press Sewa Portal by furnishing relevant documents/details as required, along with 5 proposed Titles in the order of priority.
  •  These title options shall not be same or similar to a title already held by any other owner of a periodical either in the same language anywhere in India or in any other language in the same State, and these title options shall conform to the guidelines made by the Press Registrar General for this purpose.
  • Simultaneous submission to Press Registrar General and the Specified Authority in the District: The Applications submitted through the Press Sewa Portal will be accessible/available to the Press Registrar General and the Specified Authority in the District simultaneously. Therefore, there is no need for any separate application to be submitted to any other office/portal.
  • Invitation to the Publisher/s by the Owner: After creation of profile, the owner shall extend invitations to their designated publisher/s associated with their periodical/s, through the portal.
  • Signing up and Online Intimation by the Printer (owner/keeper of Printing Press): The Printer (owner/ keeper of the printing press) is required to create an online account on the Press Sewa Portal by furnishing relevant details as required in the portal.
  • Signing up and Profile Creation by the Publisher: The publisher/s so invited/appointed are required to create their profile on the portal by furnishing relevant documents/details.
  • Selecting/Nominating the Printer by the Publisher: As part of the Registration process, the publishers are required to nominate/select their respective Printing Press from the Press Sewa database in instances where the Printing Press account is already available in the database. Otherwise, they may request the Printer to create an online profile in the Portal, and thereafter select them as Printer for the proposed periodical.
  • Periodical Registration Application to be submitted by the Publisher: After creation of their profiles, the Publisher can submit the application for registration by filling/furnishing all relevant details/documents, e-signing the application, and by payment of prescribed fee through Bharatkosh.
  • Correction Window after submission of Application: Subsequent to submission of applications, the publishers have 5 days (120-hour time-window) for making minor modifications in the application. No modifications in the application is possible after this period.
  • Acknowledgement with a unique Application Reference Number: Upon successful uploading of the application, the Press Sewa Portal will generate an acknowledgement along with a unique ten-digit alphanumeric Application Reference Number (ARN), and the publisher and the Press Registrar General shall use the Applicant Reference Number for all future correspondences and references.
  • Deficiencies in the Application and Timely Response: Following the initial scrutiny, the office of Press Registrar General of India (PRGI) will issue a deficiency communication, if warranted. The Publishers are required to submit their responses within a 30-day timeframe. Failure to adhere to this specified period will result in rejection of the application.
  • Online Payment of Registration Fees through Bharatkosh: It is mandatory for all publishers to remit a registration fee of Rs.1000 (Rupees One Thousand Only) through the Bharatkosh digital payment system integrated into the Press Sewa Portal.
  • Revision of Registration details: The Press Sewa Portal also provides online facility for revision of registration details. All applications for revising the registration vis-à-vis changes in particulars of the Periodicals are to be made through the Portal. These options will be available in the owner/ publisher profile.

The Press & Registration of Periodicals Act, 2023 is an initiative to introduce a paradigm shift from the traditional approach to registration processes, and would create a more conducive environment for publishers ensuring ease of doing business. The enactment of the new Act also testifies the Government’s efforts to remove obsolete and archaic provisions from the existing statutes.

Raksha Mantri Shri Rajnath Singh has called for setting up more Gurukuls in the country to not only provide modern education, but also protect India’s moral and cultural heritage.

He laided the foundation stone of ‘Gurukulam Evam Acharyakulam’ at Swami Darshanand Gurukul Mahavidyalay in Haridwar, Uttarakhand on January 06, 2024.

On this occassion Shri Rajnath Singh stated that at a time when moral values are deteriorating due to imitation of foreign culture, Gurukuls must come forward to provide modern education while incorporating moral values among the youth.

“About 1,000-1,500 years ago, there were many big universities in this country, wherein the Gurukul tradition was prevalent. After that, the country saw foreign invaders nearly destroying that system.

They, in turn, developed a system which provided education to our youth, not in accordance with the country’s cultural spirit. Indian culture was portrayed as inferior.

This feeling not only affected us politically but also mentally. During that time, Swami Darshanand ji established this Gurukul which has been illuminating our young generations since then,” the Raksha Mantri said.

Referring to the National Education Policy 2020, Shri Rajnath Singh voiced the Government’s resolve to inculcate moral values in the young ignited minds right from primary education.

“The new education policy is being implemented in many educational institutions across the country. The process is long as no change in the educational system takes place suddenly. Gurukuls can play a very important role in this long process,” he said.

The Raksha Mantri pointed out that Gurukuls give an impression that they only follow ancient methods of education, but in today’s times they have progressed and become modern.

He exhorted the Gurukuls to advance in the areas of emerging and cutting edge technology, such as Artificial Intelligence and quantum technology, along with traditional education, in sync with today’s constantly-evolving times.

“Develop such technologies that will make the nation a leader in this field. Gurukuls should act as a guide for other educational institutions. In the times to come, they should once again represent the country & its culture, and become the new identity of India.

Shri Rajnath Singh underscored the role Gurukuls can play in the cultural development in the country. He highlighted the efforts being made by the Government, led by Prime Minister Shri Narendra Modi, towards cultural upliftment.

“Infrastructural development from Kashi Vishwanath corridor & Mahakaleshwar Dham to Ram Mandir shows that the Government is working towards the preservation of our cultural heritage and its upliftment.

The idea goes beyond cultural preservation, so that our future generations can be proud of the culture of this great country. Gurukuls can play a major role in this direction,” he said.

The Raksha Mantri made special mention about Yoga and how the ancient Indian practice has been followed by the entire world due to its benefits. “India follows the concept of Vasudhaiva Kutumbakam (The world is one family).

Our vast store of knowledge is dedicated to the entire world. Today, 21st June is celebrated by the United Nations as International Day of Yoga Day across the world.

The practice, which was once considered limited only to India, has not only been accepted by the people globally, but is now an important part of their daily life,” he said.

Highlighting the important place of Sanskrit in Indian literature, Shri Rajnath Singh stressed on the need to promote the ancient Indian language in the same way Yoga was made accessible to the people.

On Sunday morning, on behalf of his department, he also distributed tricycles to the disabled at the local circuit house. Govt Advisori to Private Channels-Do not broadcast disturbing footages

SAGAR WATCH/
Ministry of Information and Broadcasting has today issued an advisory to all television channels against reporting incidents of accidents, deaths, and violence including violence against women, children and elderly in manners which grossly compromises on “good taste and decency”. The advisory has been issued after several instances of lack of discretion by television channels were noticed by the Ministry.

The Ministry has said that television channels have shown dead bodies of individuals and images/videos of injured persons with blood splattered around, people, including women, children and elderly being beaten mercilessly in close shots, continuous cries and shrieks of a child being beaten by a teacher, shown repeatedly over several minutes including circling the actions thereby making it even more ghastly, without taking the precaution of blurring the images or showing them from long shots.

It has further highlighted that the manner of reporting such incidents is distasteful and distressing for the audience.

The advisory has highlighted the impact such reporting has on various audiences. It has been stated that such reports can also have an adverse psychological impact on children. There is also a crucial issue of invasion of privacy which could be potentially maligning and defamatory, the advisory has underlined.

Television, being a platform usually watched by families in households with people from all cohorts – old aged, middle-aged, small children, etc., and with various socio-economic backgrounds, place a certain sense of responsibility and discipline among the broadcasters, which has been enshrined in the Programme Code and the Advertising Code.

The Ministry has observed that in most cases the videos are being taken from social media and broadcast without editorial discretion and modifications to ensure compliance and consistency with the Programme Code.

A list of examples of such recently broadcast content is as below:

1.         30.12.2022 showing the distressing images and videos of a cricketer injured in an accident, without blurring.

2.         28.08.2022 showing disturbing footage of a man dragging the dead body of a victim and also focusing on the face of the victim with blood splattered around.

3.         06-07-2022 about a distressing incident in which a teacher can be seen brutally thrashing a 5-year-old boy until he lost consciousness in a coaching classroom in Patna, Bihar. The clip          was played without muting it in which painful cries of the child begging for mercy can be heard and was shown for over 09 minutes.

4.         04-06-2022 showing the distressing gory images of the dead body of a Punjabi singer without blurring.

5.         25-05-2022 showing a disturbing incident of a man brutally beating two minor boys with a stick in Chirang district of Assam. In the video, the man can be seen mercilessly beating boys with sticks.  The clip was played without blurring or muting in which the boys’ painful cries are clearly heard.

7.         04-05-2022 showing a man hacking his own sister to death in Rajapalayam, Virudhunagar district of Tamil Nadu.

8.         01-05-2022 about a man being hung upside down from a tree and brutally thrashed with sticks by five people in Bilaspur district of Chhattisgarh.

9.       12-04-2022 about an accident in which distressing visuals of five dead bodies are continuously shown without blurring.

10.       11-04-2022 about an incident where a man can be seen brutally attacking his 84-year-old mother in Kollam, Kerala, dragging his mother through the yard beating and thrashing her mercilessly shown continuously without blurring for approximately 12 minutes.

11.       07-04-2022 about a highly disturbing video of an old man setting his son ablaze in Bengaluru. The unedited footage of the old man lighting a matchstick & throwing it on his son upon which he was engulfed in flames was telecast repeatedly.

12.       22-03-2022 about a video of a 14-year-old minor boy being beaten in Morigaon district of Assam, carried without blurring or muting in which the boy can be heard crying and pleading while being beaten mercilessly.

Raising concern over such broadcast and in view of larger public interest involved and having regard to the nature of audience of television channels including elderly, women and children, the Ministry has strongly advised all private television channels to attune their systems and practices of reporting incidents of crime, accidents and violence, including death in conformity with the Programme Code.
