Special Intensive Revision of Voter List 

Underway in 12 States

In a significant nationwide exercise, the Election Commission of India (ECI) has initiated the second phase of the Special Intensive Revision (SIR) of electoral rolls in 12 states. This campaign aims to ensure that voter lists are accurate, updated, and inclusive—crucial for the integrity of India's democratic process.

Why SIR and Why Now?

Special Intensive Revision (SIR) is a thorough and house-to-house verification of voters by Booth Level Officers (BLOs), far more detailed than the routine annual summary revisions

This is necessary because, over time, voter lists accumulate errors due to migration, deaths, duplicate entries, and lack of updates. The last nationwide SIR was conducted between 2002 and 2004, making this exercise long overdue.

What Will Happen During SIR?

  • BLOs will visit each household between November 4 and December 4, 2025, at least three times if required.

  • They will distribute pre-printed forms containing voter details, including name, EPIC number (Voter ID), address, constituency, and photograph.

  • Citizens must verify and return these forms, correcting any mistakes.

  • Importantly, BLOs will not collect any documents during the door-to-door visits. Documents will only be required if the Electoral Registration Officer (ERO) raises specific queries after the draft list is published.

What If a Voter Is Not Available at Home?

If a voter cannot be contacted after three visits, BLOs will mark their status as:

  • Absent: Voter not found at given address

  • Shifted: Voter has moved to a different location

  • Death: Voter is deceased

  • Duplicate: Voter is registered elsewhere

Draft rolls with these categories will be published on December 9, 2025, and made available at panchayat offices, urban bodies, and online. Voters will have from December 9, 2025, to January 8, 2026, to file claims or objections.

Form-6 and Declaration Requirement

If new voters wish to register or existing ones wish to update their details:

  • They must fill Form-6, which will be provided by BLOs.

  • A declaration must accompany it, confirming that the person:

    • Is an Indian citizen

    • Is not registered in any other constituency

Role of Technology and Political Parties

  • BLOs are using the BLO App, online portals, and ECINET for real-time data verification.

  • All entries submitted online are automatically synced to their devices.

  • Booth Level Agents (BLAs) of political parties are actively participating to ensure fair updating at the grassroots level.

Citizen-Friendly Initiatives

The ECI has set up multilingual helplines, help desks at public places, and awareness programs under SVEEP to reach out to elderly voters, migrant workers, persons with disabilities, and remote communities. Public information campaigns are running on FM radio, WhatsApp, social media, and through local meetings.

Special Intensive Revision is not just an update exercise—it's a constitutional responsibility. It safeguards the principle of "one person, one vote" and strengthens the foundation of India’s democracy by ensuring that every eligible citizen is heard at the ballot box.

Training workshop of district level sector officers was organized in Kavi Padmakar Auditorium. National Master Trainer Y.P. Singh Addressing the sector officers, Singh said that it is your responsibility to ensure that the voting process remains free and fair. We have to do the work of vulnerable mapping carefully so that we can know whether any voter is being intimidated.

Under no circumstances should the EVM machine be taken to an unauthorized place. Dr. Umakant Mishra told about the problems faced during the last assembly elections and what precautions should be taken.

Dr. Amar Kumar Jain, Assistant Nodal Officer, Sweep, said that due to the Sweep activities, there has been an unprecedented increase in the voting percentage after the year 2011.

Referring to the sweep activities, Anand Mangal Bohare said that Sagar district has been honored by the Governor in the special category in the assembly elections 2023.

Dr. Sarveshwar Upadhyay, District Level Master Trainer, said that for postal ballot, voters have to be above 85 years of age, disabled or infected with Covid etc.

There are a total of 2 thousand 118 polling stations and 17 lakh 88 thousand 867 voters in Sagar district. Collector and District Election Officer Deepak Arya gave this information in a press conference called on Thursday in connection with the final publication of electoral rolls under the special brief revision program of electoral rolls with photographs.

Polling Stations

Regarding the status of polling stations, he said that the final publication of the voter list was done on Thursday as per the schedule of the Commission.

  • Bina assembly-232  
  • Khurai Assembly-253  
  • Surkhi Assembly- 271  
  • Deori Adssembly- 255  
  • Rehli Assembly-300  
  • Naryawali Assembly-268  
  • Sagar Assembly-248  
  • Banda Assembly-291  

There are a total of 2 thousand 118 polling stations.

Voters Counts Increased

After the assembly elections held last November-December, there has been an increase of 4 thousand 587 voters in the district. Total 17 lakh 88 thousand 867 voters include 9 lakh 40 thousand 254 male voters, 8 lakh 48 thousand 580 female voters and 33 other voters.

If we look at the number of voters assembly wise, 

Banda Assembly -(2,49,626) 2 lakh 49 thousand 626 voters. (Maximum)

The number of new voters in the district in the age group of 18 to 19 years is 45 thousand 368 and 25 thousand 368 voters are above 80 years of age. Similarly, the number of disabled voters is 11 thousand 690.

Sagar Lok Sabha - According to the status of Lok Sabha constituency, 35- Bina, 36 - Khurai, 37 Surkhi, 40- Narayawali, 41- Sagar, 146- Kurwai (District Vidisha), 147 - Sironj (District Vidisha), 148 - Shamshabad (District Vidisha) ) along with Lok Sabha constituency 07- Damoh includes three assembly constituencies of Sagar district - 38-Deori, 39- Rahli and 42- Banda.

Final Publication Of The Electoral Roll

Collector and District Election Officer said that according to the program issued by the Election Commission, on the basis of eligibility of January 1, 2024, the final publication of the electoral roll was done today, February 8, under the special brief revision program of the photo electoral roll.

Under the direction of the Collector and District Election Officer, voter awareness programs were conducted by the sweep team in the Assembly Elections 2023, as a result of which more than 75 percent voting was recorded for the first time in Sagar district. The sweep team conducted special voter awareness programs by identifying polling stations with low turnout in colleges, rural areas and urban areas.

Programs were also run at the grassroots level keeping women voters in mind. As a result, for the first time, 73.24 percent voting was done by the women of Sagar district. In this achievement, District Nodal Sweep Officer and Chief Executive Officer P.C. Sharma's creative contribution also played an important role. 

Two songs written by him - Jaag Utha Hai MP Sara and Abki Diwali Voting Wali - also helped in increasing the voting percentage. He was given a certificate of appreciation in the special category on 25 January 2024 by the Madhya Pradesh Election Commission for the voting related work done in Sagar district. Will be provided by the Governor.


Book Unveling- Democracy Depends on Fair Election Process-Governor

The success of any country's democracy depends on the fairness of its election process. We are fortunate that our electoral process and commission give us the opportunity to elect informed representatives. 

This was stated by the Governor of Chhattisgarh, Ms Anusuiya Uike, as the chief guest at the release ceremony of the book 'Elections and Innovations in Madhya Pradesh' by author and Deputy Director (Public Relations) Pralay Srivastava at Valmi campus on Saturday.

Senior journalist Mahesh Srivastava presided over the function. On this occasion, former Chief Election Commissioner of India OP Rawat and former Chief Electoral Officer MP JS Mathur, senior journalists NK Singh, Vijaydutt Sridhar, Umesh Trivedi, Ramesh Sharma and Govindpura MLA Krishna Gaur were present as special guests.


Sushri Uike said that in the coming days, Indian voters will have a big responsibility to elect a government which will give the right direction to the country and state and the welfare of the people. 

This will be possible only when every voter of our country will understand his responsibility and will know the importance of his one vote. He said that it should not be forgotten that Atalji's government had fallen by just one vote.

Paying rich tributes to senior journalist late Satyanarayan Srivastava, he said that he was a journalist with ideals and he is happy that his sons have followed his path.

Former Chief Election Commissioner of India OP Rawat said that who will rule the country is possible only through a fair election process. India's election process is considered free and fair all over the world. 

India has achieved this feat at a cost of just one dollar per voter, whereas in foreign countries it costs $20-25 per voter. Also, the Election Commission of India has strengthened the voters of the country.

The Commission created the C-VIGIL app in the year 2018, which takes strict action on any voter's complaint within 100 minutes. He told that 4 crore 86 lakh voters have been linked through Aadhaar cards in Madhya Pradesh and this is a big achievement. 

He said that innovations keep happening in elections and during his tenure, the Indian Army jawans were also provided with the facility to participate in voting.

In the presidential address, Mahesh Srivastava said that the Election Commission of India has kept the drunken politicians of the country under control. 

Appreciating writer Pralay Srivastava, he said that Pralay has done the work of distributing the acquired knowledge to society by documenting the experiences gained in his administrative life. While doing the job of governance, which is not possible, he should go ahead and write a book on such political analysis.

On this occasion, NK Singh said that he was waiting for this book for a long time. This book of the author was expected to be interesting after long administrative experiences in public relations. 

Recalling the important role played by the late TN Seshan in strengthening the Election Commission of India, he said that cleanliness and fairness in elections is a big challenge. 

The middle class in our country is not properly involved in the elections, while people from backward and weaker sections have a better understanding of this matter.

JS Mathur said that in the election history of the state, information technology and technology have already been encouraged and that is why changes have been taking place in the election process. He praised the author for writing succinctly on choice and innovation.

Vijaydutt Sridhar said that such books should be written on the election process and innovation and people should buy and read them. 

Umesh Trivedi said that there are long debates and discussions on innovation and corruption regarding elections, but the credibility of the election process is important. 

He hoped that this book would prove to be important reference material in future. Journalist Ramesh Sharma also addressed the program.


The program started with the singing of the Madhya Pradesh anthem by Ms Suhasini Joshi. After this, writer Pralay Srivastava and journalist Mr Malay Srivastava welcomed the guests. The guests were presented mementoes by the organizers and saplings by the Valmi Sansthan.

The whole event took place in an informal and intimate atmosphere. The program was moderated by senior announcer Mr Subhash Saxena. Gratitude expressed by the author Mr Pralay Srivastava. 

On this occasion, Mr Ramesh Sharma Guttu Sharma, Advocate Mr JP Dhanopia, Mr Arun Srivastava, Mr Santosh Sahu, representatives of political parties, administrative officials and eminent citizens were present.

Panchayat Election- Maximum polling took place in Deori block

Under the three-tier Panchayat Election 2022, the election of Sarpanch posts and 86 Panchs in 5 Gram Panchayats of Sagar district was completed peacefully today. 

Collector and District Election Officer Deepak Arya told that polling started at 7 am and ended peacefully at 3 pm. After the polling was over, the counting of votes was done at the polling stations only.

After the election of 86 Panchs, the counting of votes was done at the polling stations only, while the counting of votes of 5 Sarpanchs will be done on January 9 in the concerned block, said Deputy District Election Officer Sushri Shashi Mishra.

He told that 22,680 voters were to vote in today's polling, out of which 15,860 voters used their votes. Thus 69.93 per cent of polling took place. He said that maximum polling in the district took place in the Deori block, where 5,797 voters exercised their votes.  

Three-tier-panchayat-elections-should-be-held-first-Political-Parties

In the State Election Commission, a meeting was held with members of national recognized political parties regarding the general election of urban bodies and three-tier panchayats. In the meeting, State Election Commissioner Shri Basant Pratap Singh gave information about election procedures. Mr Singh said that as per the directions of the High Court, the Commission will compulsorily declare an election in March.

At the meeting, representatives of the political party said that three-tier panchayat elections should be held first. The delegates said that if the panchayat elections are not done now, then the panchayat elections will not be possible in the rainy season, because the MP board examinations are scheduled from 30 April to 18 May and the CBSE board examinations are scheduled from 4 May to 12 June. Urban body elections can also be held during the rainy season.

State Election Commissioner Mr Singh said that a lot of action in respect of Panchayat elections is pending at the government level. Panchayat elections can be considered only in the event of completion of this action in the next 15 to 20 days. If this is not done then elections of urban bodies will be held first.

In the meeting, representatives of some political parties talked about getting elected by ballot. State Election Commissioner made it clear that elections will be held from EVM only. On giving information about the errors in the voter list by members of political parties, State Election Commissioner Mr Singh said that all complaints are being resolved promptly. During this, Secretary State Election Commission Mr Durg Vijay Singh and other officials were present.

Verma, Mr Raju Bhatnagar from Madhya Pradesh Nationalist Party and Mr Sachin Singh Chauhan from All India Trinamool Congress were present.

Sagar-got-place-in-Federation-Of-MP-Chambers-of-Commerce-&-Industry

The 41st annual general meeting of Chambers of Commerce and Industry took place through Google Meet recently in which members of various industry and trade institutes and associations of Madhya Pradesh participated.

Federation President Dr R. s. Goswami welcomed all the members present. After this, the agenda of the annual general assembly of the Federation was discussed and passed unanimously.


Election Officer Shri Rajesh Khare presented the election report and informed the members present about the election process.

Elections were held for 10 seats of the managing committee members. In which category of SSI, Corporate, Trade Association and SSI Association Voting took place. Election officer Rajesh Khare announced the election results.

Shreya Offset in Firm category, Shri Surendra Vishwakarma from Bhopal, Association of All Industries from Corporate Association category, Rajeev Agarwal from Mandideep and Chambers of Commerce and


Kailash Aggarwal was elected as opposition from Industries, Khargone. A total of 188 postal ballots were issued by the Federation in four categories, out of which 172 members exercised their franchise by members of SSI, Corporate, Trade Association and SSI Association category.

The following members won in these categories -
In the SSI category - 1. Shri C.B. Malpani emerged victorious from Paragopolyplast, Mandideep, who received a total of 85 votes.
2.Vijay Gaur, trans tech and fab, won from Govindpura, who received a total of 73 votes.

In the Corporate category - 1. Shri C.P. Sharma ji won from Daulatram Engineering Services Pvt. Ltd., Mandideep, who received 24 votes.
2. Shri Vinod Kumar Gupta, victorious from Parental Drug (India) Limited, Indore, received 22 votes.


In the Trade Association category - 1. Who won 14 votes from Shri Vasudev Wadhwani from Wholesale Clothing Business Association, Bhopal.

In SSI Association category 1- 1. M.P. Devender Pal Singh Chawla emerged victorious from Stone Keshar Industries Association, Sagar 11 votes were received.
2. Shri Himanshu Shah emerged victorious from M.P.Mall Scale Drug Manufacturers Association, Indore, who received 10 votes.

Election officer Rajesh Khare congratulated all the winning managing committee members along with declaring the election results. Federation President Dr R.S. Goswami congratulated all the newly elected managing committee members and thanked all the members present at the conclusion. This information was given by Dr Surendra Singh, assistant secretary of the association.
