A meeting of the District Execution Committee was held at the Collectorate Auditorium to discuss the implementation of the new Excise Policy for the financial year 2026–27

The meeting focused on key provisions of the policy, including informing interested contractors about the contractor registration process and ensuring wide publicity of the execution procedures and important dates.

Detailed discussions were also held regarding the execution and allotment process of liquor shops in the district. Officials emphasized transparency and timely completion of the tender process under the new policy framework.

As per the schedule, the e-tender process (e-tender and e-tender-cum-auction) will be conducted in phases. 

The first phase, Batch 1, will be held from February 27 to March 2, 2026. 

The first phase, Batch 2, will take place from March 3 to March 5, 2026, followed by another round of Batch 2 from March 6 to March 7, 2026.

The meeting was attended by Additional Collector Avinash Rawat, Divisional Deputy Commissioner Inder Singh Jamod, Assistant Excise Commissioner Kirti Dubey, staff of the Divisional Flying Squad, and officials from the Office of the Assistant Excise Commissioner, Sagar.

The ₹16.69 lakh crore GSDP-based Budget 2026-27 presented in the Madhya Pradesh Assembly has triggered sharp political reactions, with the ruling party calling it visionary and opposition leaders terming it disappointing.

1️⃣ Opposition View 

The Congress says the budget does not fulfil big promises like higher crop prices and more cash for women. If election promises are not funded, public trust may fall. From an economic view, promises need money backing. Without clear allocation, they remain announcements, not real benefits.

Senior Congress leader and former minister Surendra Choudhary criticised the budget, alleging that key election promises made before the 2023 Assembly polls—such as higher MSP for paddy and wheat, ₹3,000 monthly assistance under Ladli Behna, and subsidised LPG cylinders—were not reflected. He called the budget “all talk, no relief.”

2️⃣ Ruling Party Support 

Supporters say the budget focuses on development for farmers, women, youth, and workers. If spending is balanced and well-managed, it can boost jobs and growth. However, success depends on implementation. Big announcements must translate into real projects and timely delivery.

In contrast, Sagar MP Dr Lata Guddu Wankhede praised it as aligned with Prime Minister Narendra Modi’s “Viksit Bharat” vision and Chief Minister Mohan Yadav’s development roadmap. She said it prioritises farmers, workers, women, and youth.

Former Home Minister Bhupendra Singh described it as a “historic, future-ready roadmap,” highlighting ₹5,500 crore for the Chief Minister Kisan Kalyan Yojana benefiting 82 lakh farmers, expansion of metro projects in Bhopal and Indore, and preparations for the 2028 Simhastha. He also noted the shift to a paperless, tablet-based budget and the introduction of a three-year rolling budget framework.

Food and Civil Supplies Minister Govind Singh Rajput emphasised that no new taxes were imposed. He detailed allocations across poor welfare (₹793 crore tribal upliftment), women’s welfare (₹1.27 lakh crore), agriculture (₹88,910 crore), infrastructure, irrigation, energy, and industrial investment. The government also aims to move toward a $2 trillion economy target.


Other Views 

3️⃣ Long-Term Roadmap & Fiscal Planning 

The three-year rolling budget is financially smart because it improves planning and stability. Large allocations for agriculture, metro expansion, health, and education can raise productivity. But borrowing must stay controlled. If debt rises too fast, future budgets may face pressure.

4️⃣ Welfare, Infrastructure & Industry Push 

No new taxes give relief to citizens and businesses. Heavy spending on irrigation, rural roads, industry parks, and women’s schemes can increase demand and investment. If industries actually invest ₹33 lakh crore as proposed, jobs will grow. Real challenge: turning proposals into ground-level factories and employment.

The budget appears expansionary and welfare-heavy, aiming for political stability and economic growth together. It mixes social spending with infrastructure investment. If fiscal discipline is maintained and implementation is efficient, it could accelerate growth. If not, it risks widening fiscal deficit pressures.

In simple words, the plan looks big and ambitious. Now execution will decide success.

The inspection of urban development projects by Additional Chief Secretary (Urban Development & Housing) Sanjay Dubey turned into a sharp review exercise as serious lapses in execution timelines and coordination came to the fore. 

While appreciating visible improvements in the city’s infrastructure and cleanliness, the senior official expressed clear displeasure over delays, incomplete works and weak monitoring in several key schemes.

Major lapse and official’s reaction
The most notable lapse was found in the implementation of the Prime Minister Awas Yojana (PMAY) and Solid Waste Management projects. In Kaneradev, housing work was far behind schedule, prompting the Additional Chief Secretary to get visibly enraged. 

He warned the concerned contractor to complete 180 houses within three months, failing which strict action would be initiated.

Similarly, in the sewer connection component, only 30,000 connections were completed against a target of 60,000. Calling this “unacceptable,” he directed that the remaining connections be completed urgently and made it clear that non-performance would lead to action against the contractor.

Instructions and Suggestions

Mr Dubey issued a series of firm instructions across departments:

  • All 532 incomplete BLC houses under PMAY must be completed by March 31, 2026.

  • Geo-tagging of houses where funds have already been released must be completed immediately.

  • Registry and mutation of allotted plots in Mainpani should be expedited so that proceeds can be used to complete other housing projects.

  • AMRUT-1 works must be fully completed before starting AMRUT-2 projects.

  • A complete DPR and progress report on sewerage and waste projects must be presented in Bhopal within three days.

  • Payments and output related to C&D waste processing were sought with photographs, and action was ordered against the concerned consultant for deficiencies.

  • Remki Company was instructed to ensure timely garbage disposal, with expenses for delayed lifting to be deducted from its bills.

  • Municipal authorities were told to jointly work towards improving the city’s Swachh Survekshan ranking and to plan footpaths and pollution-reduction measures under the National Clean Air Programme.

He also stressed proper verification of GIS-based property data, imposition of commercial tax on properties running business activities, and careful procurement through the GeM portal only after quality checks.

Balanced assessment of the inspection

Despite the tough tone, the inspection was not entirely critical. The Additional Chief Secretary appreciated the transformation brought by Smart City projects, improved road width, beautification works, lake rejuvenation and cleanliness initiatives. 

He acknowledged that Sagar’s current appearance is significantly better than during his earlier visits and praised the municipal corporation’s performance in resolving CM Helpline complaints.

In a nutshell

The inspection remained strict, detail-oriented and outcome-driven. While commendation was given where visible progress existed, delays and laxity were met with sharp criticism and time-bound instructions. 

The visit sent a clear message: Sagar’s urban development has improved, but accountability, speed and adherence to deadlines will now be non-negotiable

👉The 77th Republic Day was celebrated with pride, patriotism and grandeur at the Police Training Ground in Sagar, the divisional headquarters. Deputy Chief Minister and district in-charge minister Rajendra Shukla hoisted the national flag and took the salute at an impressive parade. 

Accompanied by Collector and Superintendent of Police, he reviewed the parade in an open jeep. Police and armed force contingents presented disciplined march-pasts, accompanied by ceremonial gun salutes and the national anthem. 

Shri Shukla honoured democracy fighters, MISA detainees and Padma Shri awardee Shri Bhagwandas Raikwar. He also read the Chief Minister’s message, highlighting national progress and state initiatives for youth, farmers, women and the poor. 

School students presented colourful cultural programmes, while various departments showcased development-themed tableaux. Officers and employees were honoured for outstanding service, and prizes were awarded for the best parade, tableaux and cultural performances.

A dignified flag-hoisting ceremony was held at the Municipal Corporation office on the occasion of Republic Day. Mayor Smt. Sangeeta Tiwari, Corporation President Vrindavan Ahirwar and Commissioner Rajkumar Khatri hoisted the national flag in the presence of councillors, officers and staff, followed by the national anthem. 

The Mayor highlighted the significance of the Constitution and urged officials to prioritise cleanliness, transparency and public service. Meritorious students were honoured, and innovative “waste-to-innovation” exhibits were sent to the main PTC Ground Programe.

Dr. Harisingh Gour University, Sagar celebrated Republic Day with enthusiasm and dignity at the Gaur Campus. Vice-Chancellor Prof. Yashwant Singh Thakur hoisted the national flag, followed by the national anthem and his address to the gathering. 

He highlighted the historical importance of January 26, calling the Constitution the foundation of India’s sovereignty, democracy and equality, and paid tribute to freedom fighters and Constitution makers. 


Referring to Dr. Sir Harisingh Gour’s role in the Constituent Assembly, he said the university carries forward his vision of education as a tool for social reform. Prof. Thakur also urged students to view education as a means of nation-building.

Governor Mangubhai Patel attended the fifth convocation ceremony of Maharaja Chhatrasal Bundelkhand University, Chhatarpur, on Friday, on the occasion of Vasant Panchami. 

He was given a Guard of Honour at the venue. During the ceremony, the Governor awarded PhD degrees to 19 students, gold medals to 46 students, and degrees to around 200 students.

Addressing the gathering, Governor Patel urged students to continuously improve their knowledge and skills to face new opportunities and challenges in life. 

He said that degrees are not just certificates but a call to responsibility, and students should contribute to the nation through research, innovation, and hard work. He stressed the importance of truth, moral values, and environmental protection, calling them an integral part of Indian culture.

Madhya Pradesh Chief Secretary Anurag Jain has directed all divisional commissioners, district collectors and superintendents of police to 
to eradicate illegal mining activities from the state. 

He ordered stringent action against illegal extraction, storage and transportation of minerals, holding district administrations and police accountable for effective enforcement.

Chairing a state-level review meeting through video conferencing, the Chief Secretary also issued strict instructions to ensure immediate and unhindered disbursal of relief amounts to victims of atrocities belonging to Scheduled Castes and Scheduled Tribes

Stressing top priority, he said no procedural or administrative bottlenecks should be allowed in the distribution process, and concerned officials must ensure timely payments.

During the meeting, Mr. Jain reviewed the district-wise implementation of services under the Public Services Guarantee Act, directing officials to ensure that citizens receive notified services within the stipulated time limits. 

He underlined that the Act is meant to guarantee timely service delivery to the public and must be implemented effectively and with measurable outcomes across all districts.

Reviewing agriculture department schemes, the Chief Secretary instructed officials to intensify awareness among farmers against stubble burning, highlighting its environmental and soil-related harms. 

He warned that strict action should be taken against violators despite repeated advisories. The meeting also included a comprehensive review of the law and order situation in the state.

The General Body meeting of the District Panchayat focused on reviewing the progress of major rural development schemes and issuing time-bound administrative directions. 

Priority was given to ensuring safe drinking water, rural sanitation, housing verification, agricultural inputs, and beneficiary-oriented welfare schemes.

Key decisions included conducting a district-wide operation to test the quality of drinking water supplied under tap water schemes, with instructions to complete water quality testing within one month. 

Verification of newly added names under Pradhan Mantri Awas Yojana–Gramin (Awas Plus 2.0) was directed to be completed by 31 January 2026

Emphasis was also laid on maintaining cleanliness in rural schools, anganwadi centres, and other government institutions by utilising sanitation funds available under the 15th Finance Commission.

During departmental reviews, directions were issued to ensure the timely availability of fertilisers to farmers. Under the Chief Minister's Dairy Plus Scheme, departments were asked to place the list of selected beneficiaries before the House within three days. 

Proposals received from members and public representatives under the Basti Vikas Yojana were informed to have been incorporated into the 2025–26 action plan and forwarded to the competent authority.

The meeting also stressed regular conduct of district- and block-level committee meetings, wider dissemination of information about government schemes to elected members, and effective publicity through print, electronic, and social media.

The meeting was held on 20 January 2026 at 3.00 pm in the District Panchayat conference hall, with the participation of elected representatives and district-level officers.

The divisional review of the Jal Jeevan Mission, chaired by Sagar Commissioner Anil Suchari, brings out serious administrative concerns that go beyond routine monitoring. 

While the official narrative stresses “priority” and “quality,” the review itself exposes clear execution gaps, uneven district-wise performance and weak accountability on the ground.

Points that Fumed the Commissioner

The commissioner expressed strong displeasure over the poor pace of work in Chhatarpur, Panna and Damoh districts, where the Har Ghar Jal works have failed to achieve expected progress. 

Despite repeated directives, the slow execution and lack of visible outcomes prompted sharp remarks, indicating that delays are no longer acceptable. The failure to translate sanctioned projects into actual household water connections clearly irked the chair.

Another point of concern was the lack of seriousness in maintenance, particularly the irregular cleaning of water tanks. The commissioner’s insistence on district-wise progress reports reflects frustration over the absence of systematic monitoring and documentation.

  To check sleeper passenger buses, school buses, and illegally operated vehicles, today, on Friday, a special drive has conducted. The inspection was led by the Regional Transport Officer (RTO), Sagar, at the main bus stand, Narsinghpur Road, and Bhopal Road.

During the drive, 32 sleeper buses and other vehicles were inspected. Serious safety lapses were found in eight sleeper buses, including non-standard or missing fire extinguishers, improper entry and exit arrangements, sliders fitted on sleeper berths, and the absence of other mandatory safety measures. Following these violations, action was taken under the Motor Vehicles Act, and a total fine of ₹55,000 was recovered.

Mandatory Safety Norms to Be Enforced

In line with AIS-119 safety standards, all sleeper bus operators in the district have been directed to present their vehicles for inspection on January 18, 2026, at the Regional Transport Office, Sagar. Only buses complying with the following norms will be permitted to operate:

  • Separate two doors for entry and exit

  • Four emergency exits: one on the driver’s side at the rear, one at the center rear, and two on the roof (front and rear), each measuring 58 cm x 90 cm

  • Two fire extinguishers of 10 kg each, placed at the front and rear

  • No driver partition door

  • No sliders on sleeper berths; only easy-to-open curtains are allowed

The district administration has urged all sleeper bus operators to strictly follow these safety norms. Officials warned that strict action under the Motor Vehicles Act, 1988, will be taken against any vehicle found violating the rules during future checks.

Chief Minister Dr. Mohan Yadav, while addressing a massive public gathering in the Khurai Assembly constituency, said that Khurai’s Sharbati wheat is famous across the country and every farmer wishes his land were as fertile as Khurai’s. 

Inaugurating an agriculture machinery exhibition, he stated that the state government will continuously support agriculture and allied industries to strengthen farmers’ incomes.

Expressing gratitude for the unprecedented public reception, the Chief Minister said the people of Khurai celebrated Holi and Diwali together with flowers, leaving him overwhelmed. “Such a welcome has left me stunned; it makes me feel like staying here forever,” he remarked.

Addressing the gathering, Dr. Yadav announced development works worth more than ₹1,000 crore for the Khurai Assembly constituency. 

Major announcements include approval of ₹500 crore by MPIDC for strengthening the four-lane Rahatgarh–Khurai–Khimlasa road, immediate completion of the delayed Bina River Project at a cost of ₹429 crore, and assurance of necessary budget to complete the Uldan Dam Project by 2026

He also approved ₹25 crore for the construction of buildings and hostels for the Khurai Agriculture College, with a promise of additional funds if required.

Other key announcements include opening a new ITI in Khurai in view of growing agricultural implement manufacturing activities, construction of a natural athletics track in Khurai, a multipurpose sports complex in Malthon, and establishment of a 132 kV power substation in Rajwans. The total value of announcements with clearly defined amounts exceeds ₹954 crore, apart from additional schemes for which a budget will be provided as needed.

During the event, the Chief Minister also inaugurated and laid foundation stones for development works worth ₹312 crore, including three Sandipani schools, the SDM office, the tehsil building, several road projects, and other infrastructure works.

Describing Bundelkhand as the land of bravery, valor, and Maharaja Chhatrasal, Dr. Yadav said the region has a unique charm and has received many gifts due to divine grace, including the world-famous Khajuraho temples. He recalled that a recent cabinet meeting held in Bundelkhand had further accelerated regional development.

At the divisional health review meeting, the commissioner’s stern directives highlighted deep systemic gaps rather than achievements. 

The warning of “strict action” for failure to ensure 100 percent registration of pregnant women itself exposed weak ground-level monitoring and poor data tracking. Repeated emphasis on sickle cell screening, monthly reviews, and ambulance monitoring pointed to long-standing non-compliance. 

Gaps in inter-departmental coordination, inconsistent follow-up of malnourished children, irregular committee meetings, and the need to threaten salary stoppages underscored accountability failures and an overstretched, reactive health system struggling to deliver basic maternal and child care.

Despite repeated instructions from Divisional Commissioner Anil Suchari for 100 percent registration of pregnant women and strict monitoring to reduce maternal and infant deaths, the review meeting itself exposed serious loopholes in the health system. 

The need for warnings of salary stoppage reflects chronic non-compliance, weak field supervision, and poor accountability of health staff.

Incomplete registration of pregnant women, irregular medical tests, and inconsistent sickle cell screening point to gaps at the grassroots level. Distribution of iron supplements and follow-up of high-risk pregnancies remain uneven, especially in rural areas

The emphasis on repeated monitoring of ANMs, ASHA workers, and block medical officers highlights long-standing deficiencies in performance tracking and data reliability.

The directive to establish a control room for 108 ambulance services also underlines delays, poor response time, and lack of real-time monitoring in emergency services. 

Similarly, persistent malnutrition among children, despite existing nutrition programs, indicates weak inter-departmental coordination and ineffective follow-up mechanisms.

Overall, the meeting revealed that policy directives are strong, but implementation remains fragile due to poor supervision, delayed action, and limited accountability at multiple levels of the health administration.

Madhya Pradesh Government’s Farmer Welfare and Agriculture Development Department, a divisional-level training programme on the new fertilizer distribution system through the e-Vikas Portal was organized on Wednesday in Sagar. The training was held under the chairmanship of Additional Collector Avinash Rawat.

The programme was attended by Joint Director of Agriculture Rajesh Tripathi, Joint Commissioner Cooperative, Regional Managers of MARKFED and MP Agro, along with all Deputy Directors of Agriculture of the division, Project Directors (ATMA), Deputy Commissioners Cooperative, District Marketing Officers, Chief Executive Officers of District Central Cooperative Banks, Senior Agriculture Development Officers, and Managers of Primary Agricultural Cooperative Societies.

During the training, an IT officer from CRISP, Bhopal provided detailed information about the portal and explained the e-Token system for fertilizer distribution. Issues faced by field staff were discussed and resolved to ensure smooth implementation of the system and timely availability of fertilizers to farmers.

Farmers can book fertilizers as per their requirement

Farmers can now book fertilizers from home through the etoken.mpkrishi.org portal. Based on availability, fertilizers can be booked online from the nearest Double Lock Centre, MP Agro Centre, Primary Agricultural Cooperative Society, or authorized private retailers, as per eligibility.

The e-Token system allows farmers to book a convenient time slot, helping them avoid long queues and other difficulties. The validity of a booked token will be 72 hours, during which the farmer must collect the fertilizer as per the allotted slot. If the fertilizer is not collected within this time period, the token will be automatically cancelled.

Officials said the new system will bring transparency, convenience, and efficiency in fertilizer distribution across the division.

During the training, IT officers from CRISP, Bhopal, provided detailed information about the e-Vikas Portal. Special emphasis was laid on ensuring timely and transparent fertilizer availability to farmers through the e-Token system. The officials also addressed and resolved issues raised by the field staff to ensure smooth implementation of the new system
