In Madhya Pradesh, tractor-trolleys intended for agricultural use can ply on city roads primarily for carrying farm produce. However, for commercial goods transport (hiring or reward), a Goods Carriage Permit is mandatory, which is rarely issued for intra-city routes, making such operations largely illegal.

Key prohibitions include:

  • No Passenger Transport: Carrying people in the trolley is strictly prohibited.
  • Fitness & PUC: Valid Fitness (for commercial use) and Pollution Certificates are required.
  • Local Bans: Specific cities and municipal areas enforce time or entry restrictions to manage congestion and safety.

Overall, non-agricultural commercial use within city limits is restricted and actively penalised.

 In a bid to enhance road safety, the Regional Transport Officer (RTO), Sagar, along with his team, launched a special checking drive while also fitting radium reflector tapes on tractor–trolleys. 

So far, radium reflector tapes have been installed on 29 tractor–trolleys. This initiative is significant as most trolleys lack rear lighting, leading to frequent nighttime accidents and resulting in loss of life and property. The reflective tapes are expected to improve visibility and reduce such incidents.

As part of awareness efforts on road safety and traffic rules, a seminar was organised at the Army Public School. Students of classes 10, 11 and 12 were educated about traffic regulations, shown accident-related videos, and engaged through interactive question-and-answer sessions to build awareness and responsible behaviour.

During the drive, passenger vehicles and school buses were also checked. From a previously seized school bus, a compounding fee, motor vehicle tax and penalty amounting to ₹59,000 were recovered. Overall, 48 vehicles were inspected, 37 were challaned, and a total fine of ₹1,22,600 was collected. The total recovery during the drive stood at ₹1,81,600.

The RTO issued strict instructions to all school bus operators to comply with Supreme Court guidelines, including the installation of speed governors, valid insurance, fitness and pollution certificates, payment of vehicle tax, availability of first-aid boxes and fire extinguishers, and ensuring that drivers hold valid heavy vehicle licences and wear prescribed uniforms. 

Operators were also directed not to exceed seating capacity. Parents were urged to personally verify the safety and compliance of vehicles used for their children and report any irregularities to the transport enforcement team.

In the matter of installing high security number plates on vehicles, the regional transport department is busy punishing the citizens instead of making them aware. If their intention was really to make people aware, then instead of challaning the vehicle owner for not having HSRP plate on the vehicle, they would have got them registered online for HSRP plate on the spot.

But at present, looking at the kind of information and pictures the officials of the Regional Transport Department are providing to the media, it seems as if checking HSRP Plates on vehicles for them  has  just become a way of fun and to show themselves busy in work, even when they don't remain in  the office.

The entire government may have been shaken by the incident of death of 13 people when the bus caught fire after colliding with a dumper on Guna-Aaron Road on Wednesday night, but the condition of passenger vehicles running on the roads across the state is very bad. 

Whenever the Transport Department goes into a frenzy of checking the vehicles, the faults in the vehicles running unhindered on the road come to light. An example of this is the checking being done by the Regional Transport Department in Sagar.

The Regional Transport Department inspected passenger buses and other vehicles passing through the Sagar-Narsinghpur route at Baheria Tiraha. In the checking, 54 buses passing between morning and evening were examined, out of which more than half of the buses were found to have some kind of serious irregularities.

In the checking, the drivers of 24 passenger vehicles were not in the prescribed uniform. He was not found to have pollution certificate or heavy vehicle driver's license. Apart from this, vehicle indicators, parking lights and brake lights were not found working in their vehicles, nor were first aid boxes found in the buses.

Not only this, fire extinguishers were found inactive in the buses. Due to these deficiencies, a fine amount of Rs 37500/- was recovered from the vehicles under various sections of the Motor Vehicles Act.

The negligence of the operators of passenger buses was found to be even more serious. During checking, tires of two passenger buses were found to be in bad condition, seats were found attached to the emergency door, iron mesh and iron stairs were found installed at the rear of the bus, the floor was found broken in one passenger bus. The fitness certificate of these two passenger buses has been canceled with immediate effect under Section 56(4) of the Motor Vehicles Act 1988.

 E-rickshaws are being operated in the city without documents, without license and without registration. Seeing the increasing number of such complaints, the Sagar Regional Transport Department finally lost sleep.

On Wednesday, on the instructions of Divisional Regional Transport Officer, the department staff checked the documents of 45 e-rickshaws in the city. During investigation, more than a dozen e-rickshaws were found to be operating against the rules without documents.

In this regard, the Regional Transport Officer has instructed all the vehicle owners to get registration number strips installed on their vehicles and ensure that the vehicles are operated as per the rules.

Exemption In Vehical Tax- Pay Vehical Tax In Lump Sum to get Exemption

  According to the Madhya Pradesh Transport Department, on payment of arrears of motor vehicle tax and penalty in a lump sum by March 2023, a complete exemption is being given on the penalty of their motor vehicle tax and exemption on the amount of their motor vehicle tax.

Regional Transport Officer, Sunil Kumar Shukla said that under the scheme, 155 vehicle owners in Sagar district have so far availed benefits on the outstanding tax amount on their owned vehicles and The amount of Rs 5177300/- was received by the government as tax.

Vehicle owners of such passenger and load-carrying vehicles registered in this office have been told that on whose vehicles the amount of motor vehicle tax and penalty is outstanding, and they are eligible as per the above notification, they can get the benefit of this scheme in maximum numbers.
