 Madhya Pradesh Labour Department has introduced a significant amendment to the Madhya Pradesh Shops and Establishments Act, 1958, aimed at promoting ease of doing business and reducing unnecessary compliance burdens on traders and business owners.

Under the amendment, shops and establishments employing fewer than 20 workers will now be inspected by labour inspectors only with prior permission from the state government. This provision is expected to put an end to routine and unwarranted inspections, which often disrupt day-to-day business activities.

Additional Secretary of the Labour Department, Shri Basant Kurre, said the decision would provide major relief to small shopkeepers and entrepreneurs by protecting them from avoidable harassment. 

He added that the reform would also encourage a culture of self-compliance among traders, while creating a more business-friendly environment conducive to trade growth and employment generation. The move will help save time, resources and operational costs for small establishments.

The Chief Minister’s instructions are expected to directly benefit small traders and businessmen in several ways. By limiting inspections, shopkeepers can focus more on running their businesses rather than dealing with frequent regulatory checks. 

Reduced interference will lower compliance-related stress and financial costs, especially for small establishments with limited staff and resources. The amendment also builds confidence among traders, encouraging them to expand operations and generate employment without fear of unnecessary inspections.

The state government, under the leadership of Chief Minister Dr. Mohan Yadav, has reiterated its commitment to supporting small businesses and ensuring a sensitive, pro-trader governance approach.

The Labour Department has appealed to shopkeepers, trade associations, and entrepreneurs to voluntarily comply with labour laws and make the most of this positive reform to expand their businesses and contribute to the state’s economic growth
