In a significant disciplinary move showcasing how even senior officers can become careless in duty, Deputy Collector and former District Coordinator of the Tribal Affairs Department, Damoh, Brijesh Singh, has been suspended with immediate effect. The action was taken by the District Collector, Damoh.

According to the suspension order, Singh allegedly approved the purchase of substandard material for Scheduled Caste hostels during the 2024–25 session. 

The procurement was made based on demand letters received from hostel superintendents, but the material quality was reportedly below acceptable standards. 

Additionally, mandatory compliance under Rule 17.4 of the Madhya Pradesh Store Purchase and Service Procurement Rules 2015 (amended 2022) was not followed.

The order further states that Singh failed to submit mandatory quality reports of purchased items to the procurement agency via email or e-portal within seven days, as required. 

Lapses were also recorded in the supervision of procurement procedures, including the mismanagement of roles assigned on the Government’s GEM portal to Assistant Grade-3 employees.

Authorities noted that the purchases were carried out without necessary inspection, violating procedural guidelines and falling under the category of financial irregularity. Singh’s conduct was found to be in breach of the provisions of the Madhya Pradesh Civil Services Conduct Rules, 1965.

As a result, he has been suspended under Rule 9 of the Madhya Pradesh Civil Services (Classification, Control and Appeal) Rules, 1966. The suspension highlights the administration’s stance on enforcing accountability in public procurement and service delivery.
